Tanzania: HID Global to deliver e-Immigration solution and electronic passports.
The government of Tanzania has selected HID Global, an identity solutions company as its prime supplier for an end-to-end solution for issuing electronic passports as part of Tanzania’s transformative e-Immigration programme.
The new ePassport was unveiled publicly on Wednesday, 31 January 2018 as part of the inauguration of the end-to-end solution provided by HID Global. The solution incorporates advanced physical and electronic security features, automated passport verification capabilities and support for international standards. The new Tanzania ePassport contains a contactless chip embedded in its polycarbonate datapage, which is proven as tamper-proof.
HID Global has partnered with DLRS Group for the manufacture of the passport booklets incorporating HID’s polycarbonate electronic datapage. This is the same partnership as for the current Irish electronic passport, with both the booklet and datapage manufactured at the two companies’ facilities in Ireland.
The new ePassport will increase security while, at the same time, making travel easier for the country’s citizens, such as simply scanning their passports electronically at border control stations upon entry and exit. In addition, the new ePassport conforms to all international standards as set out by the International Civil Aviation Organisation, ensuring seamless interactions by Tanzanians as they travel the world.
“Tanzania is taking a leap forward in providing an electronic passport for our citizens,” said Dr Anna Peter Makakala, Tanzania’s Commissioner General of Immigration. “Our people will be proud knowing they are carrying one of the most secure and modern passports in the world and can take advantage of some of the most advanced technology available.”
Tanzania is not only modernising government services, but also raising security by enhancing the existing issuance process. Verifying the identities of travellers is a high priority for governments worldwide, as they crack down on counterfeit passports and upgrade border facilities.
The e-Immigration solution includes an ePassport issuance system and personalisation facilities in Dar-Es-Salam and Zanzibar — equipping the application centres and embassies – as well as biometric matching, border control, e-Visas, e-Permits and delivery of electronic passport books.

One of many benefits of the new e-passport solution from HID Global is that the holder can have an “emergency passport” on their smartphone if their passport is stolen or lost in another country. The emergency passport, verifiable electronically by the embassy, allows the traveller to obtain the necessary documentation to return home or request a replacement passport without the need for further online checks, filling out forms or other time-consuming tasks. This mobile emergency passport is made possible using HID’s Seos technology for mobile citizen IDs, called HID goIDTM.
HID Global has shipped more than 150 million government-issued IDs in over 50 countries for major projects that include national ID, e-passport, foreign resident ID, driver’s license and vehicle registration programs. HID products and technology are present in sixty percent of all Government issued electronic identity projects globally.
Leveraging this experience, HID Global has formed a multi-year relationship with the government of Tanzania to ensure the highest levels of security for many years to come.

The first phase of the 57.82 million US dollars (128.5bn/-) project reached its climax yesterday by launching the East African epassport. Other phases, according to Dr Magufuli, will include establishment of e-visa, eborder management system and expansion of electronic systems in all foreign embassies and consulates.
Speaking during the official launching of the e-migration project at the immigration headquarters in Dar es Salaam, yesterday, Dr Magufuli revealed that there was a plot by some public officials to steal the government’s money, through contracting a company for rolling out the project for e-migration at a huge price of 226 million US dollars which is equivalent to 502.2bn/-.
“There was a dirty game by some individuals who wanted to steal taxpayers’ money, that is why the government decided to suspend the project, back then,” he revealed further. Because of that, the President noted, the government decided to engage all security agencies to conduct a thorough feasibility study of the project and finally the government got the American manufacturer of secure identity solutions - HID Global through the help of the government of Finland.
Initially, the project for eimmigration was set to kick off in 2013, when feasibility study begun. But, it was called off after the government smelt a rat in the contract price, according to the immigration department’s Commissioner General (CG), Dr Anna Makakala. With the assistance of the government of Ireland, on September 4, 2017 the government of Tanzania through the immigration department signed a contract for the implementation of the project with HID Global at a contract price of 57.82 million US dollars (128.5bn/-).
This means, the government would have incurred a loss of 374bn/- if it had agreed to implement the project at the initial contract price of 226 million US dollars that was recommended in 2013. In his speech that was beamed live by local radio and television stations, President Magufuli showered praises to the Immigration Department, saying the officials in the once underperforming department were currently discharging their duties effectively.
“In the previous years, there was a lot of laxity that led to issuance of passports to non- residents, including drug dealers who were tarnishing the image of our country abroad,’’ stated Dr Magufuli.
According to the Head of State, it had reached a time when Tanzanians were subjected to rigorous scanning due to the bad image that was painted by non-citizens, adding, that was the reason as to why he appointed the new Commissioner of the Immigration Department. President Magufuli said due to weaknesses in the department, many people were being issued with residential permits and passports, while they did not possess requisite qualifications and that revenue collection was poor.
However, he said there were notable improvements since he appointed Dr Makakala whom he directed to tighten all loopholes for corruption within the department. “You should deal with corrupt officials decisively and if possible sack or demote them.’’ he stressed.
The President further asked the Immigration boss to take stern action against the department’s regional commanders who failed to seal loopholes for illegal immigrants in their areas and that if possible they should be demoted.
The Head of State further promised to give the Immigration Department 10bn/- for the construction of its headquarters in Dodoma. “Look for a plot in Dodoma and when you are ready, tell me so that I can give you the money,” he added.

The Immigration Department is set to roll out the new ePassport on September 1.
It is an initiative by the East African Community to synchronise passports across the region. It will be rolled out simultaneously across member countries.
Here is everything to know about the ePassport.
How to get it – Applicants must personally present themselves to immigration offices for the taking of biometrics (i.e., fingerprints, photo, and signature).
Those with the current passports will be required to replace them with the ePassports within the next 2 years. All new applications henceforth will be migrated to ePassports.
Fees – The fee for acquiring the ePassport will be Sh4,550 for a 32-page and Sh6,050-page document. The processing period for an ePassport will be 10 working days.
Distinct features – The ePassports has three distinct features: A new logo at the bottom, A new blue colour scheme and it is labelled “East African Community.”
The blue colour was an agreement by EAC member states. The blue represents Lake Victoria, symbolising the unity of the EAC states.
How it works – The ePassport will enhance faster clearance at points of entry and exit. It is highly secure, hence avoids passport reproduction and tampering. It will also provide travelers benefits such as use of automated border clearance.
Passport Number – The new ePassport will not bear the same passport number as current passport. It will have a new number.
Valid Visa – If you have a valid visa on your current passport it will still be valid after you acquire the new ePassport.
Living abroad – You can renew or get a new ePassport through any Kenya Embassy.
Logo – The e-passport logo, which appears on the cover, is the international symbol for an electronic passport. It means that the passport has an integrated circuit or chip on which data about the passport and passport holder is stored.

Tanzania on Wednesday launched a new electronic passport.
The smart travel document, among other things, will enhance national security, control illegal migrants and play a key role in revenue collection.
President John Magufuli said the new development is part of efforts to improve productivity and simplify service delivery.
He also directed the immigration officers to come up with strategies that deliver results in the control against illegal immigrants, and that hence forth disciplinary measures would be taken against regional immigration officers who fail in their duties.
The e-passport will be available at a cost of Sh150,000 (Sh6,700) and will be valid for 10 years.
"I'm pleased with the changes. This is a job well done by the Immigration Department. You have my support,” said Dr Magufuli.
First phase
The project was implemented in collaboration of the government of Ireland and the service provider the US based, HID Company at a cost of $57.82 million.
"The implementation started in September 2017, with a view to have the first phase accomplished in January 2018," said the Commissioner General of Immigration (CGI) Dr Anna Makalala in her welcoming note.
The old passports will be in use until January, 2020, she said.
She said all applicants wishing to acquire the new e-travelling document must have a national identity.
This, according to Dr Makakala, will help to enhance efficiency on issuance of traveling documents.
Speaking at the event, the minister for Home Affairs, Dr Mwigulu Nchemba, said his office was determined to improve services by the Immigration department, since it has a crucial role in maintaining peace and security of the country.
