That stretch translates to $4.7million per km..... Kenya's SGR phase 1 was 5m/km...this included the money used to buy 54 locomotives...and build some 33 stations along the route including some 9 world class major stations.

The journey is not over yet, Tz is buying 14 electric locomotives separately, also there is ICD expansion .... At the end of the day when you add all that and devide by distance

Tanzanian side that is nearly 300 km will be less than $1 bln. Each country will fimance it's section. Rwanda's part will be more expensive as crosses several hills.

Unaongea vitu viwili tofauti, kwa total cost yes Tanzania itakiwa juu kwa ya Kenya reason being SGR ya TZ ni ndefu na inakwenda sehemu nyingi. Lakini true cost ya ujenzi wa SGR unaagalia cost per km bila rolling stock, bila stations na vitu vingine. So far Kenya mgeweza kusave half of the money kama mgetumia same quote's kama Tanzania. Mind you, ya TZ is continuous welded railway ambayo ni expensive.

The construction of the Isaka-Kigali standard gauge railway is set to start in October, but Burundi has bowed out of the deal.

Rwanda Infrastructure Minister James Musoni and Tanzania Minister of Communication, Science and Technology Makame Mbarawa launched the project on January 20, in Dar es Salaam.

Tanzania President John Magufuli and Rwanda President Paul Kagame asked for the project to be expedited.

The two heads of state met in mid-January and discussed strategies to speed up the Isaka-Kigali standard gauge railway section.

Investment cost

Rwanda State Minister for Transport Jean Deu Uwihanganye said the investment cost of the 521km Isaka-Kigali section has shot up by $700 million, hitting $2.5 billion due to inflation and depreciation of the Rwanda franc against major currencies.

Three years ago, Canadian engineering firm Canarail and Gibbs Africa, which carried out the feasibility study had estimated that the Isaka-Rusumo-Kigali section would cost $1.8 billion.

Rwanda also faces higher investment costs for its 150km section of the railway compared with other East African member states.

While the 371 km Isaka-Rusumo in Tanzania will cost $942 million, Rwanda’s 150km section from Rusumo border to Kigali and Bugesera will cost $857 million. Mukiza Odilo, a railways engineer at the Rwanda Ministry of Infrastructure said constructing a kilometre of the standard gauge railway will cost $12 million.

“In Kenya the average per kilometre is $5 million, though the Nakuru section will average $8 million per km. The cost in Uganda is estimated at $5 million but the Kampala-Mirama Hills section will also cost more.

“Tanzania is the only country with the lowest cost because of the flat nature of its land,” said Mr Odilo.

Burundi has put the construction of its section on hold.

Kenya will conduct a fresh mass registration of people starting this year using a Sh3 billion biometric data listing kit that will collect details like ear, eye and voice patterns along with satellite details of their homes.
ICT secretary Joe Mucheru on Thursday said the registration will help improve planning, delivery of social services and security in the country.
Mr Mucheru said the cost of the biometric kit will be made public after two days, but sources at the Interior ministry reckon that the government will issue a Sh3 billion tender to acquire the technology through a restricted tender.
Adults applying for documents such as IDs will be required to provide additional information about their location, including land reference number, plot number or house number.

The ministry is also seeking to introduce Global Positioning System (GPS) coordinates in the registration of persons, enabling the tracking of their location via satellite.
Unique personal attributes such as fingerprints, hand and earlobe geometry, retina and iris patterns and voice waves will be kept in the digital database and physical form.
“The registration process will start this year. It will be conducted by the Interior ministry and will start at the sub-location level,” said Mr Mucheru. “One of the initiatives is registering all the 45 million Kenyans biometrically so that everyone will have a single and unique identity. Today you have your ID which is given by the National Registration Bureau, the driving licence, passport and others.”
The process is supported by recent amendments to the Registration of Persons Act of 2015 under the Statute Law (Miscellaneous Amendments) Bill 2018.

The proposed setting up of the National Integrated Identity Management System will ensure that all IDs, refugee cards, birth and death certificates as well as driving licences and passports are printed and distributed for collection from a central location.
The new system will be a single source of personal information of all Kenyans and registered foreigners.
“We want to make sure that from cradle one has a unique ID and is able to access all government services since one can be identified,” said Mr Mucheru.
Earlier this year, the government captured in the National Education Information Management System (Nemis) data of primary and secondary school students through a mass registration exercise that gave each a unique identification number.
The fresh registration also seeks to replace names of tribe and race with county of birth orresidence.

Still. The 800,000 Kenyans is also not the total in Kenya. It's only those who had converted to the new one.
By then, 1.5 million Kenyans were yet to shift to the electronic one.
Meaning there are over 2.3 million Kenyans with passports.
