Our parliament is notorious in generating a lot of heat but very little light. Her history is littered with serious cases of official graft treated with contempt if not pampered with stunts of official distractions.
When the Augusta House confronted the ghosts of Richmond which had transmogrified into Dowans monsters, a couple of heads rolled to appease the general public that something serious was being done to arrest official graft while the reality was official graft had acquired new stature of enduring immortality within top echelons of power!
From this aberrant history of legislative deceits and showmanship, no substantive justice ought to be expected from this House beyond a couple of sacrificial limbs being hacked to create another impression of "in Augusta House justice delayed is not necessarily justice denied."
From yesterday parliamentary discourses, one can glean an "apologist parliament" lamenting against the mediocre leadership under president Kikwete but somehow feels too toothless to dismember what is left of Kikwete administration now wallowed too deep in official graft for any reasonable person to still grant it a clean antigraft health bill.
Peeking on Kikwete's almost nine years in power we see a leader at ease with official graft and who never cracked a whip unless pushed to a corner! There is no iota of evidence of Kikwete taking proactive actions against official graft but all his interventions have been grudgingly reactive because official graft is part of his exquisite regalia.
Kikwete's appointments lack meritocratic justifications and at his best manpower misallocations seem to testify against him and at worst unscrupulous characters appear to loftily dominate his long list of his boneheaded appointees. Proven official graft munching mercenaries have consistently formed Kikwete's kitchen cabinet, and part of CV one needs to join his government is hypocrisy and applauding his name everywhere that individual is.
Sycophancy has acquired a new dimension in our decadent public sector where during and after 2005 general election, the bastion of "ari mpya, nguvu mpya na kasi mpya" epitomized what was wrong with the incoming administration under the unsteady hand of Kikwete. Those in the knowhow of political punditry were asking themselves what was this "new verve" for, but now we know that the then CCM vanguard coterie self-nicknamed itself as "wanamtandao" was just another nomenclature for official graft eaters and nothing else! Today, every CCM politician and civil servant imputes Kikwete as the most decorated public leader in our post-independence history! But what has Kikwete really done if not swilling hook, line and angle of official graft?
During Mwinyi presidency, it was his wife who was being adversely mentioned behind major graft scams but during Mkapa's era it was the name of president and his wife whose names became synonymous with what was wrong with our public sector but it is now the first family of Kikwete that has been a laughing stock of all the families! Official graft is obviously on ascendant and not on descendant path, at all.
From all perspectives, when a sitting president's sons and daughters are now adversely touted as behind their father's cabinet decisions leaning towards looting this poor nation of its vital savings such allegations are plausible and deserve a second look.
In this escrow mess, one wonders the justification of the Central Bank opening such an account when the statutory roles of the Central Bank are among others to supervise other banks, and for certitude not to rival them. How can the Central bank play a role of overseer when it is also involved in banking rivalries beats both logic and commonsense, let alone clear statutory mandates of such supervisory banking roles. The only feasible explanation I can see is that the Central bank was chosen as a conduit of money laundering of looted public funds and there are no other narratives there.
It is a poorly kept secret that during electioneering is the time for our corrupt leadership to seek and secure stolen public funds they need to ensure their staying in power. We have been agitating for a constitutional order that will end double allocation of public dockets to one individual to improve upon accountability and we have also been clamouring for election laws which will curb all forms of electoral bribes but regretfully the old constitutional order devoid of accountability has been repackaged as a new constitutional order simply on treacherous tenets that more dilations have been included in the old order! Who really needs a superfluously worded document if it fails to address a litany of our national problems? Only czars of official graft needs it, but not the led for - sure.
Kikwete, via reengineering our constitution, had the opportunity to redeem himself in this wee hour of his administration but he chose to safeguard status quo venal interests that now threaten to tear this nation apart in a bloody class struggle.

And, impeachment of president Jakaya Mrisho Kikwete who chairs cabinet meetings where all major official graft schemes are plotted and perfected will be the beginning; and by no means the end, of slaying the graft dragons now holding the nation ransom.
