An IMF press release as per article IV can and is very normal for it to be blocked by countries..Kenya has blocked their 2019 forcast report, and so has Tz..The only difference is there are hired media goons with a mission to twist every Tz story into a scandal

The only difference is that IMF has released a statement accusing Tanzania's dictatorial government of blocking the report.
When you see such a statement regarding Kenya, come back here with it.
