I have been there many times and not a single house I've encountered has home fibre.
In Nairobi you are more likely to find home fibre than not.
LDC problems. Also, extending a fibre to a neighbouring country requires just a few km of cable. Nothing to talk about. I thought you were talking of laying the nationwide cable of that country. 😂 😂 😂

If it wasn't for us, you would still be using satellite internet like bushmen. Initiative from our government brought fibre to East Africa through TEAMS undersea cable.
TTCL made a profit of Ksh400 million in 2018. That's less than Safaricom's daily revenue. 😂😂
If that's the telecom giant in Tanzania, you are doomed.
