Naivasha, Kenya: Bomet Governor Isaac Ruto has retained his position as chairman of the Council of Governors (CoG) after members unanimously endorsed him for another one-year term.


But Nairobi Governor Dr Evans Kidero lost the position of vice-chairman to Kwale Governor Salim Mvurya in an election presided over by council chief executive officer Jackline Omugeni at the Lake Naivasha Simba Lodge.

Kidero, who earlier in the morning had shown indication he would not defend the position, failed to get someone to propose his candidature during the plenary session of the two-day CoG retreat that kicked off yesterday.

He had indicated that his responsibilities as the Governor of Nairobi would affect the discharge of duties as the council deputy chairman.

Governors attending the meeting were in agreement that it was wise to allow Ruto to go for another term for the purpose of consistence in their fight for more resources to be allocated to the counties.

Fight for counties

“It was wise to let him (Ruto) continue as the council chairman after he proved more efficient and consistent in the fight for counties,” said one governor who did not want to be named.

Being a member of the United Republican Party (URP), an affiliate of the Jubilee coalition, it was better for him to carry on as the chairman so that our agenda as governors could not be misinterpreted, said another governor.

Ruto has been vocal in his campaign on the success of devolution and has in the past ruffled feathers with his push for more funds to be allocated to the county governments to manage devolved functions.

During the poll that lasted not more than an hour and conducted by acclamation, Baringo Governor Benjamin Cheboi proposed Ruto for the position while he was seconded by his Kitui counterpart Dr Julius Malombe.

The position of secretary to the council held by Bungoma Governor Ken Lusaka was scrapped and replaced by the post of chief whip. Lusaka was made the chief whip unopposed.

The re-election of Isaac Ruto should serve as a wake up call to all those who want to undermine devolution. Devolution is here to stay! Voters may have a problem with the personel but not the principal. Despite allegations and attempts to sideline him, Isaac Ruto, has remained valiant and has great support among his people.

If I was William Ruto, I would not antagonize the ICC courts so much. New leaders are always born and may have to bear the cross alone one time. His solid base is crumbling and its only been a year since he was sworn in. IR is warmingup to take over his spot in the greater Rift Valley.

Meanwhile, how did Kidero fail to get someone to propose him? Have ODM let this guy go?...I think so. Even TNA, his so called Financiers, could not propose him? Times are hard for this arrogant and aloof son of the Islands. What I can predict for sure is that come 2017 the occupier of the Governor's mansion in Nairobi County will not be one Evans Kidero. That can be taken to the bank.

This man thought upstaging and insulting Raila would increase his political muscle yet it's to the contrary. Big mistake! Now he is counting down his last days as a politician. Guys at Mumias Sugar Company are also waiting for an explanation as to what happened during his tenure over there as CEO.

You are the one who needs to get serious. How do you live in a County and say you don't know your Governor? Where is your civil responsibility?...so you want to blame the Governor for your own ignorance?

Devolution is being fought from State House by the mandarins who figure their monopoly over the Country's resources is being put to check. We all remember when Kibaki made illegal appointments of commissioners into these counties so as to have the final say but the courts shot that down. Uhuru Kenyatta has not done any better as he tries to follow in the footsteps of that fake president who stole elections and swore himself in under the cover of darkness...eti duly elected....hahahaha!!

Kenyans are awake and are not going to take this foolishness lying down.

The other time, people said that Kalenjin loved Raila Odinga
so much that William Ruto was just wasting his time thinking
that he had no support from there.


I found it to be the biggest joke of that time.

What happened????

It was Raila Odinga who was wasting his time with
the Kalenjin.

Isaac Ruto is a small man with only a big head.

He came into power through William Ruto's party
and not the other way round.

I swear that this man will never be one eighth of
what the Deputy president is.


I can even swear with my life that Isaac Ruto will
never be elected as a governor come next time.

He was just elected into that unknown office, these
week,by his lazy comrade governors and not the people
of rift valley.

Wacha wa ji ENJOY,, but the time of reckoning is

come i know the governor of Nairobi, of Mombasa because
they are seen everywhere even if not doing the right thing,
but are visible.

I live in Ngong town, almost the biggest town in Kajiado county
where there are high rise government buildings and the talk was
that the offices of the governor of Kajiado county will be situate
in this place.

This man came through the ODM party, that is why he does not
care about the citizen of the area for he owes them nothing but
time will come when he will answer some hard questions.

You are trying very hard to convince people of the impossible...Jubilee is part and parcel of the hidden
hand trying to sabotage devolution and it will not work. This election is important for strategy matters as people have been paid to carry the impeachment campaign against Governors for whom ODM has the largest number.

You are on record on this forum for supporting Kidero's efforts to undermine Raila in Nyanza but his story is now over. His obituary has been written. You can invite him for all people care but the mission has failed.

Whats new in the story? That kidero is elitist? Thats hardly news, that he leans on the jubilee side in politics? Well get to nairobi proper and scrutinise his brand of management and you will not like what you will realise. I hardly think jubilee is concerned or affected by his self capitulation.
 
let the nbi gvnor deal with his paper work unfortunately gvnors r spending 85% of thier time at seminars on devolution. kidero is not singing into sycophancy "raila tosha" that is the reason they r after his head.

This man, the governor of Machakos, is the only governor in Kenya who
has that passion, that drive which make him become a sudden star in
all corners of Kenya.

He is becoming another 'Sonko' of Kenya.

Why, because,,,,Kizuri cha jiuza.

We have seen him initiating development projects, inviting investor from
even afar.

He keeps talking about Nairobi, he says Nairobi will be number two
for Machakos is overtaking it.

This is the former government spokesman, mr Alfred Mutua.

When he was inaugurating his master plan for Machakos, he invited the
president, Uhuru Kenyatta,and all government was there.

The government has provided them with all the money as per the
constitution and if it,,really, wanted to fight devolution, the easiest
tool to use is,,,,,,,


NOT GIVE THEM MONEY.

There very few governors who are serious with their work, but the number
is so small that they can not reach 5.

What i complain is the other big number of these governors who feel and cheat
themselves that they came from heaven.

But will be facing us veeeeeeeeery soon.
 
So i give you money, you start purchasing funny things and spending
it as if you are reaping it from trees, and when i tell you that you
are misusing funds, you start claiming that i'm fighting you.


In Kisumu, when the money reached them, the governor and his
minister and any one around him, went to live in very espensive
hotels claiming that they did not have good houses which fitted
their status.

They all went crazy, more than 95 per cent of them, others traveling
around the world as tourists.

All this time, they were using money provided by the government.

Even today, the offices they are renting in Nairobi, it is money provided
by the same government which is supposed to be fighting them.


If we can just get 10 Alfred Mutuas, i'm sure we can start sitting back
and say that this is what we want.

But what we have are conmen led by this man who has a big mouth
but less to show by deeds.

My biggest question, why rent offices in Nairobi??????????

Why is that no one wants to talk about it???

Are they not supposed to be in their counties and make them better.

Are they not the one killing devolution.

Why can't they behave like Alfred Mutua who wants to make Machakos
look better than Nairobi and not to live in the capital city???

I voted for this constitution, not just supporting but practically walking
into those booths and voting for it.


The best thing which made me excited, in this constitution was this
devolution.

I wanted to see our own small governments around us and in that way, felt
that these counties would develop the whole country in a speed that never
seen anywhere.


But i started getting doubts during last year's general elections, because people were not
voting leaders because of what they were and the agendas they had, but what political
parties they belonged to.

So governors were not vetted by people, MP's, members of counties assembly
and all the rest.


This is why they do not recognize the wanaichis, they feel very special because
they never fought for the offices they occupy.

Do you know that some of these governors have even introduced taxes on cemeteries,
and that you have to pay for the number of chicken you have, goats, cows, dogs and cats
and donkeys
????????

Is this the devolution we were fighting for?????

Those ones supporting these big mouths like Isaac Ruto are doing
so simply because he has issues with the government.

Because, they will join any one against the government.

Luckily, the government is so strong and so busy that it has very
little time for the likes of Isaac Rutos.
