Je wajua kwamba - Serikali ya Muungano haisaidii ruzuku kwa SMS kujiendesha?

Duuu!! hizo mbona ni mgao mkubwa!! Yaani wanataka mafuta wachukue wao, ruzuku wachue 4% na TRA wasikusanye kodi. Sasa hiyo 4% itoke wapi kama mafuta ni yao, TRA hakusanyi kodi, tunalipa mshahara majeshi ya Tanzania ambayo yanalinda Zanzibar, tunalipa wabunge wao wanaowawakilisha bunge la Muungano, tunasomesha watoto wao elimu ya juu. Halafu wanachukua 4% kwa idadi ya watu sawa na Wilaya moja ya Bara. Sasa tugawe sawa mgao kulingana na idadi ya watu huone kama hakuna upendeleo kwa Wazanzibar na khali hakuna uchumi walio nao uko visiwani. Kumbuka hiyo 4% inatoka kwenye madini yetu, pamba, kahawa, korosho utalii wa mbuga zetu, uvuvi toka maziwa yetu. Mimi naona waondoke na wabaki na mafuta yao na sisi tuna gesi na mafuta hivi karibuni tutapata

Naona una matatizo ya kuelewa wakati unasoma, Unachopinga na unachokubali ni nini sasa!!! Mara unasema hawapati chochote toka hazina zaidi ya fedha za wafadhili, mara unakubali tunagawana fedha za hazina kwa kutumia formula ya fedha za wafadhili!!!

Inaonesha ulivyona na kichwa kigumu kama kambale!, sometimes kama umeishiwa cha kuandika unaweza ukapita kwa kusoma tu bila kuchangia wala siyo kosa na hakuna atakayekuuliza, kuliko kubisha kitu na kukubali tena mwenyewe. Watu watakuona kama mwenda wazimu. Kama kweli umesoma ungekuwa umeshajigundua kosa lako!!

May I explain what is happening in respect of budgetary support from foreign donors?

Most foreign donors recognize the United Republic of Tanzania as the sovereign state and negotiate with it loans and grants as the case may be. When the grant is for Budgetary Support, it has been accepted as normal practice that 4.5% of the money is passed on to the Serikali ya Mapinduzi ya Zanzibar as its share of such support.

Whether Baraza la Wawakilishi consider this money as funds from the donors or that they are from the United Republic of Tanzania Government, as the grantee, is a moot point. The truth is that we are a beggarly people and leaders should concentrate on efforts to unite to tackle our poverty rather than engage in divisive bickerings.

Listening to the vocal and almost angry Members of the Baraza, one gets the impression that they consider that the Government of the United Republic of Tanzania only serves the people living on Mainland Tanzania. They forget that the Foreign Service, the Police, Prisons and Immigration and the Defence Forces in which Zanzibaris fully participate and benefit, are financed by the United Republic Government budget. They seem to need reminding that the Vice President is Zanzibari, and so are many other senior public officials.

A rough, inconsiderate union government could have argued that budgetary support from abroad for it meets part of the expenses which it incurs for services pertaining to Zanzibar's part of the union: the Foreign Service, the Police, Immigration, Prisons, JWTZ, the Presidency etc.

ZANZIBAR A DRAIN ON UNION ECONOMY

The astronomical rise of Zanzibar’s financial dependence on the mainland government is the latest wave of criticism levelled at the Tanzanian union by leading academics.

They quantify the dependence at nearly 835 million US dollars in
transfers between 1983-84 and 1998-99 in a new publication, entitled
‘The Political Plight of Zanzibar’, launched after a two-year study in
the island.

“
This, as the book points out, is equivalent to the mainland giving
every Zanzibari a gift of 1,202 dollars a year, or roughly five years
of Tanzania’s per capita Gross National Product,
” Teddy Maliyamkono,
the publication’s editor, says.

“It is also equal to the average total annual revenue of Zanzibar’s
government during the past six years,” he adds.

Further questions are raised as to why the Zanzibari constitution
refuses the semi-autonomous state to contribute to the union budget
although the union bore the expenses of supporting its annual balance
of payments deficit.

“By refusing to pay and making it their constitutional right not to,
Zanzibar is implicitly denouncing the union. Now the question is, why
is the mainland Tanzania paying a fortune to keep the union unless they
have an immeasurable intrinsic love for the people of Zanzibar!”
Maliyamkono, a political scientist, says in the book.

“It is argued in some quarters that the political and economic costs
of letting Zanzibar go on its own, could, by far, outweigh present
transfers and benefits which accrue to Zanzibar from the union,” he
adds.

Maliyamkono notes that the mainland sends much money to Zanzibar,
and subsidises its power consumption.

Some of the transfers, like smuggling, tax evasion and the money
sent into the island by Zanzibaris working on the mainland, are
invisible and cannot be quantified.

“
From the economic point of view, there is no denying that it is
Zanzibar that needs the union more than mainlanders do. The union is
Zanzibar’s livelihood, there is no Zanzibar without the union,
” he
points out.

The political marriage of Tanganyika and Zanzibar in 1964 has been
plagued by a plethora of operational problems.

Zanzibar, which is heavily dependent on cloves to sustain its
economy, has been complaining that the mainland is benefiting too much
from the union and that it should, in the spirit of its ’sovereignty,’
be allowed to have its own flag.

But according to the authors of the book, there is no denying that
it is Zanzibar that needs the union the most.

Maliyamkono warns that dissolution of the union would be
economically disastrous to Zanzibar.

Tafadhali usiwe unafanya masimbulizi ya reja reja. Kwani huko nyuma hakukuwa na wakati Bara walishindwa kununua kitu kutoka nje kwa kukosa fedha ya kigeni - na wakachota Dola zetu Wazanzibari kukidhi haja yao. Tusisimbuliane Bwana!!!
