Wow! so all their airports combined do not even get to half of Jomo Kenyatta in Nairobi in traffic? This is the bad thing about just doing things for clout. They upgraded their main airport, JNIA, thinking not of numbers or use but just to compete with JKIA on looks. They do not know that to attract passengers you need more than a good building.

i) How efficient are the systems in the airport ie. Check in To boarding time etc.
ii) security at the airport
iii) size of your economy
iv) What amenities eg eateries, cafes etc are available in the airport.
v) Connectivity of the airport (Which is why GOK is busy upgrading infrastructure around JKIA eg The JKIA -Westlands elevated highway).

This is purely anecdotal but I had a danish friend who once went to Tanzania for holidays and he very much complained about the slow nature of business. He complained about how food would always be delayed in hotels and how he spent a long time at the queues in the airport. He said nobody in Tanzania seems to be in a hurry to offer services.

There is no traffic in Tanzania. That's why all the JNIA pictures you will see are those empty ones.
