Joseph Boinnet, former Inspector-General of Police, the man who brought blue!

On March 11, 2015, after Samuel Arachi held the fort during the interim, Boinnet walked into Vigilance House with a very calm smile, sharp rimless glasses, and a background that had "classified" written all over it.

Before becoming Kenya’s 2nd substantive Inspector-General under the 2010 Constitution, Boinnet wasn't your everyday police officer directing traffic on Uhuru Highway. He was a senior officer from the National Intelligence Service (NIS).

...When an intelligence officer becomes the top cop, you know two things for sure....:

1.He already knows what you had for breakfast before you even think of posting it on Facebook.

2.He speaks in a voice so soft and measured that you have to lean in close to hear him, only to realize he just issued a major national security directive! 😂

Boinnet’s 4-year tenure from 2015 to 2019 was an absolute rollercoaster. He didn't just manage security; he gave the entire service a brand-new look.

The Famous Uniform Overhaul (2018): Love it or roast it, nobody can forget when Boinnet introduced the deep "Persian Blue" uniforms. Kenyans on Twitter (KOT) had a absolute field day, comparing the color to everything from primary school shorts to fountain pen ink! But Boinnet stood firm, wearing his bright blue beret with total confidence.

The "Digital IG": Boinnet was among the first top security chiefs to embrace real-time social media updates. If a major operation happened at 2:00 AM, Vigilance House was already tweeting updates before the morning radio news aired.

Streamlining the Command: He oversaw the massive structural shift that merged Regular Police and AP command structures under single local commanders at the Ward, Sub-County, and County levels.

The 2017 Election Marathon: He steered the security apparatus through one of Kenya's longest, most intense election seasons in modern history.

When his strict 4-year term ended in March 2019, Boinnet didn't ask for "just two more weeks." He packed his blue uniforms, handed the command baton to Hillary Mutyambai, and smoothly transitioned to his next assignment as a Chief Administrative Secretary (CAS).
