In Dar es Salaam, the Tanzanian Minister of Transport and Communications, Hon. Makame Mbarawa, welcomed and assured a delegation from China, led by Mr Fei Dongbin, Administrator of the National Railway Administration of China, that Tanzania and Zambia were resolved to ensure that the concession of TAZARA to a Chinese Investor goes ahead as soon as negotiations are concluded.

The Minister recalled that during the construction of TAZARA, when Tanzania and Zambia were desperately looking for support for building the railway, all countries from the west, as well as multilateral financial institutions (World Bank and IMF) that were approached refused to provide finances and only China was willing to come forward, a sign of true friendship for which TAZARA continues to signify to date.

"TAZARA holds a special place in our hearts, symbolizing the enduring friendship between Tanzania, Zambia, and China. During its construction, when support was scarce from the West, China stood by us, showcasing true friendship. That's why, as we move forward, it's only fitting that an investor recommended by the Chinese government leads the charge in revitalizing TAZARA," said the Minister.

And Mr. Fei, who was accompanied by the Chinese Ambassador to Tanzania and senior officials from China Railway Construction Company (CRCC) and China Civil Engineering Construction Corporation (CCECC), said the Government of China values TAZARA highly because of the historical bonds it has created between the three countries.

Mr. Fei reiterated that China was keen to revitalise TAZARA so that "the road for freedom becomes the road for rejuvenation" and continues to deliver social-economic benefits to Tanzania and Zambia.

Hon. Mbarawa informed the visiting delegation that the ongoing negotiations for the concession of TAZARA, between CCECC and the Governments of Tanzania and Zambia, had reached an advanced stage, with most of the sticky points already cleared.

In Lusaka, a TAZARA Revitalisation Forum took place today on the sidelines of the China-Zambia Development Cooperation Conference. The Zambian Minister of Transport and Logistics,Hon. Museba Frank Tayali, MP, highlighted the importance of the ongoing partnership between China and Zambia in revitalizing the historic TAZARA railway.

In Lusaka yesterday, TAZARA CEO, Eng. Bruno Chingandu was thrilled to address a TAZARA Revitalisation Forum held on the sidelines of the China-Zambia Cooperation High-Quality Development Conference, where he spoke highly of the TAZARA REVITALISATION PROJECT as being crucial for Tanzania and Zambia, promising improved logistics and reduced transportation costs. Here are the takeaways from Eng. Chingandu’s speech:

Historical Significance: TAZARA embodies the enduring friendship between China and Africa, dating back to its conception in 1968. Despite economic hardships, China, under Chairman Mao Zedong's wise leadership, agreed to construct the railway line, connecting Tanzania and Zambia.

Support from China: China's assistance didn't end with construction; it continued through operations. TAZARA received 15 interest-free loans, aiding in rolling stock supply, infrastructure repair, and personnel training. This support sustained operations, contributing significantly to socio-economic development in Tanzania, Zambia, and beyond.

Challenges and Solutions: While TAZARA faced challenges over time, recent interventions by shareholders, including new management and capital injections, led to positive growth. However, to meet its potential, a long-term solution was sought. The shareholders decided to concession TAZARA to CCECC, considering its technical capacity, experience, and investment offer.

CCECC's Role: CCECC, with its track record in railway construction and management, offers a comprehensive revitalization plan, including track rehabilitation, locomotives, and maintenance equipment supply. Importantly, the investment will be recovered through freight revenue during the concession period, ensuring no burden on shareholders.

Optimistic Future: TAZARA is confident in CCECC's ability to execute the revitalization plan effectively, bringing economic benefits to Tanzania and Zambia. With the support of the People's Republic of China and the Presidents of Zambia and Tanzania, TAZARA looks forward to a successful partnership with CCECC.

Eng. Chingandu thanked all stakeholders for their vision and commitment to TAZARA's revitalization.

“Together, we're paving the way for a brighter future through improved railway infrastructure and enhanced regional connectivity,” he concluded.

President Hakainde Hichilema says Zambia and China are close to reaching a consensus on the upgrading of the Tanzania-Zambia Railway Authority TAZARA.

Zambia and Tanzania have in the recent years been in negotiations with the Chinese government on the modernization and upgrade of TAZARA.

Speaking during the China Zambia High Quality Development Forum in Lusaka yesterday, Mr. Hichilema said that the upgrade of TAZARA will increase trade in the region by moving the transportation of heavy cargo from road to rail.

Serikali kupitia Wakala ya Barabara Tanzania (TANROADS) imebainisha kuwa Mkandarasi wa Kampuni ya M/s Henan Highway Engineering Group Co. Ltd ya kichina imepewa zabuni ya kujenga barabara ya Ifakara-Kihansi yenye urefu wa kilometa 124 sehemu ya kwanza Ifakara-Mbingu ya kilometa 62.5 kwa kiwango cha lami.

Akizungumza mara baada ya kukagua hatua zinazoendelea za kuanza ujenzi wa barabara hiyo mara baada ya mvua kubwa za El-Nino kuanza kupungua Meneja wa TANROADS Mkoa wa Morogoro Mhandisi Alinanuswe Kyamba amesema kuwa kilio kikubwa cha wananachi ni kupata barabara ya lami ambapo kwa sasa kimepatiwa majawabu kwa serikali ambapo tayari imetoa fedha na mkandarasi yupo eneo la mradi kwa ajiili ya ujenzi huo.

Mhandisi Kyamba amesema kuwa mradi huo utasimamiwa na kitengo cha usimamizi wa miradi cha TANROADS (TECU) na kwa sasa mkandarasi ameanza kufanya matengenezo ili barabara inayotumika sasa ianze kupitika kwani hilo ni jukumu lake kwa mujibu wa mkataba.

Ameeleza kuwa barabara hiyo ni muhimu kwa wananchi kusafirisha bidhaa mbalimbali ikiwemo za kilimo kutoka maeneo mbalimbali ikiwemo mkoa wa Morogoro pamoja na mkoa wa Njombe kupitia Ifakara, Mlimba, Kihansi hadi Makambako Mkoani Njombe.

Mawaziri wa uchukuzi kutoka mataifa hayo wamekubaliana kwa pamoja kutafuta wafadhili na wajenzi wa reli hiyo, kurekebisha mkataba wa maelewano na kuhusisha mataifa ya DRC na Sudan Kusini na vile vile jinsi ya kugawana majukumu ya kulinda reli hiyo ya SGR.
Waziri wa uchukuzi nchini Uganda Fred Byamukama amesema wamechukua mkondo huu kupunguza gharama ya kufanya biashara kuimarisha uchukuzi na kuunganisha mataifa hayo na pia kupunguza uchafuzi wa mazingira.
Uganda imefikia hatua za mwisho za mkataba kati ya wafadhili kufanya ujenzi wa SGR kutoka Mpakani Malaba hadi mji mkuu Kampala.
Naye waziri wa Uchukuzi wa Kenya Kipchumba Murkomen amebainisha kwamba Kenya itarejea katika ujenzi wareli ya SGR kutoka Naivasha kwenda mpakani Malaba mwaka huu kwa kima cha dola bilioni 5.3 ambazo inakusudia kupata kutoka sekta ya kibinafsi.
Ujenzi wa SGR Afrika Mashariki umegawanywa kwa vipande, kutoka Naivasha mpaka Malaba kisha Uganda itaunganisha Malaba na Kampala, sehemu ya tatu ni kati ya Kampala , Bihanga Kasese - Mpondwe mpaka DR Congo sehemu ya nne ikiwa kati ya Bihanga mpaka Milima ya Mirama na kisha mji mkuu Kigali Rwanda, sehemu ya tano ni kati ya Tororo – Gulu, mpaka Sudan Kusini Pakwach na Vurra.
Rwanda inapojiunga na msukumo huu waziri wa uchukuzi Jimmy Gasore amesisitiza umuhimu wa ushirikiano ambao utaharakisha na kupunguza mzigo wa kujenga reli ya SGR na hivyo kuwa ya faida kwa mataifa hayo .
Katika mkutano huo pia waziri Murkomen na mwenzake wa Uganda Katumba Wamala waliidhinisha mkataba wa maelewano kati ya Kenya na Uganda kufadhili ujenzi wa SGR kati ya Naivasha Kisumu Malaba na pia Malaba hadi Kampala baada ya makubaliano mwaka 2023.
Mwaka 2014 mataifa ya Kenya Rwanda na Uganda yaliweka makubaliano kujenga reli ya SGR kutoka Mombasa , Kampala mpaka Kigali Rwanda lakini ujenzi huo alisimamishwa ghafla mfadhili mkuu China ilipokukataa kuendelea kuufadhili baada ya kukosa maelewano na Uganda.
