Embattled Chief of Staff Land Forces, Brigadier Leopold Kyanda has been put on a 24-hour watch as President Museveni prepares to take action in the fake 12m Euro arms deal.
Army spokesperson Lt Col Paddy Ankunda earlier this week denied reports that the military were investigating the arms deal.
He, however, made a u-turn – admitting that the Chieftaincy of Military Intelligence (CMI) and the police Special Investigations Unit were jointly probing the matter.
“This matter has solicited a lot of publicity and we thought we should come out to clarify that it is being investigated,” Col. Ankunda told journalists at the Ministry of Defence headquarters in Mbuya, Kampala on Wednesday.
“We would like to state clearly at this moment that sometime in 2015 fraudsters claiming to be representing the UPDF met a representative of a Polish company and in subsequent discussions the investigations have revealed an acceptance agreement was reached on behalf of the ministry of defence,” added Ankunda.
ChimpReports has since independently established that Kyanda was last night put under surveillance to ensure he does not jeopardize the investigations.
“Being a powerful army officer, we want to make sure he is not tempted to influence anything,” said a deep-throat source.
“The President has since received a report that pins several people in this deal. He has been busy with Operation Wealth Creation tours. All defence chiefs await his next course of action,” the source, who preferred anonymity so as to speak freely, added.
The President normally suspends army officers during such probes. They can be fired or jailed if proven guilty.
However, if found clean, the accused are usually reinstated in their positions, just like in Felix Kulayigye’s case.
Kyanda is accused of conniving with a fraudster identified as Sam Simbwa to defraud a Polish firm of 520,000 Euros.
Upon being diddled, the Polish contractors reported the matter to police hence Simbwa’s arrest and detention at Police’s Special Investigations Unit in Kireka.
In an investigation report handed to Museveni, Kyanda was accused of using his office to order SIU boss Mark Odong to release Simbwa.
The city conman was rearrested last week on the president’s instructions. Gen Salim Saleh’s aide, Capt Muhoozi Mutebi also was detained as part of the investigation.
Lt Col Ankunda has since confirmed the arrests but emphasised that Capt Muhoozi acted without Saleh’s knowledge.
Brigadier Kyanda has since denied the charges against him.
The former military intelligence chief further denied knowing or dealing with Simbwa in any matter.
