We now question ur understanding! if individuals like u in Kenya claim to be educated then we have a problem in the EAC! in airline industry there are things like code sharing, alliance and acquisition neither Sonangol nor Zimbabwe Airline will acquire Air Tanzania! Yes though KA has 49%, is controlling PA by providing management and technical expertise. Tanzanian can still own 51% of the issued share capital just by restricting all shares to be sold through IPO to Tanzanian only. CRDB did that and it was successful. You dont need to have one person owning 51% to justify that the company is owned by Tanzania. The problem which might happen if they dont restrict who qualify to buy those shares, KA can also participate in buying and become majority shareholder
