Kenya has stopped the admission of students from Uganda, Tanzania, Burundi and Rwanda for post-graduate studies at the Kenya School of Law, a decision that has attracted strong protests.

KSL board chief executive Patrick Lumumba said the decision was arrived at following a directive from the Council of Legal Education.

“We have received a letter dated October 25...informing us that non-Kenyans are not eligible for admission to the advocates training programme,” Prof Lumumba said in a November 17 memo.

“In light of the contents of the letter, non –Kenyans should stand informed that the admission committee has not considered their applications.”

Inconsistent directive

CLE chief executive officer Kulundu Bitonye said the decision had been arrived at after an error in the procedure of admitting foreigners to the school was discovered.

Prof Bitonye said the issue was discussed at the task force on legal sector reforms convened by the office of the attorney-general and the department of Justice.

Uganda Law Society boss Francis Gimara, in a November 22 letter to Law Society of Kenya president Isaac Okero, said the directive was inconsistent with the spirit of liberalizing legal service in the region.

“The common market protocol made commitments on free movement of legal...and representation services in judicial procedures...with no restrictions,” the letter said.

He called on LSK to engage relevant government departments to reverse the 'unfortunate development'.

This directive is discriminatory imo. It should be reversed!!!
 
If people want to come and spend money in Kenya to get high quality education why stop them?

Sijaona hiyo error ni ya aina gain, wanasema error on admitting foreigners, lakini error kivipi? They don't meet the requirements? They pay less? Au they don't hold a correct documents?

Sijajua mpuzi yupi kakurupuka na hili, halina mashiko wala mantiki. Sipati picha wala kuelewea, nasubiri walitolee tamko la kueleweka maana Kenya tumekua mstari wa mbele kupigia debe ushirikiano EAC yote kwenye mifumo mbali mbali.

Vipi na huko kwenu naona mnampigia makelele sana Prof. Ndalichako kisa kasema mpitie A level kabla ya kunusia chuo kikuu. Hehehe mumekamatika pabaya.

kama ushawahi kua serekalini ungeelewa... hii ni beaurocracy tu hamna lolote, wafanyikazi wa serikali hua wako hivi... they are very unflexible. Unaeza kuta ni kitu kidogo sana, amegundua some very small rule that was broken in the admissiin process, badala ya kuelewa na kujaribu kurekebisha hio hitilafu, anaamua kufutilia mbali the whole process na ana declare ni illigal, without even looking at the bigger picture.

I know of someone who was retiring after 35yrs of public service and after 5months of going through the vigouruos ptoces of applying to get their pension, the were told to basically start the whole process of applying again because their last day of work was 9th but the last check to be deposited was 10th.

So the officer in charge at pension house decided that that was an inconsistency, so to calculate the pension they would use 1 9th date, so the guy was told to go back where she/he worked and start the who process again and pay back that 1 day salary that she earned then send another letterand start the whole process again..wait for aproval,clear with all relevant govt offices.

instead of the Uni cancelling the whole process, they should have asked the min.of.education for direction and be fluid enough...but no, they had to gothe hard way for all foreign post graduate students
 
Sisi huku Tanzania tumeamua kujitoa akili tumewakabidhi hao Wakenya ndio wakusanye mapato ya parking mjini!
 
I think they just want to rectify the rules. And lay down laws through the east african parliament that should be taken up by all memberstates. To avoid future misunderstandings, watu wawe wapole jameni wana east africa. Hii jimuiya lazima tuiunde.
