You started so well but as always you have to make everything a brag of how Kenya is superior to others.You are free to present your conversions, I used the current dollar rate. Unless I might not be sure what exactly you seem to be querying. May be you wondering how or why Tz budget is almost the half of Kenya's, that has always been the norm.
In fact Kenyan budget is always same size as combination of budgets from Tanzania, Uganda, Rwanda....all combined.
