Kwa maoni yangu, Profesa hajaogopa kwamba anaweza futwa kazi huko JKUAT na Kibaki na kwa hili namshkuru kwa kusimama kidete na Ukweli wakati ambao the dictator in Kenya anaponda hata majaribio ya kidiplomasia ya AU na jamii ya Kimataifa. Nasikia kwamba hata wasomi wa Tanzania wameamua kuikashifu the new regime in Kenya. Hili lina ukweli gani wakuu?

Kenya Crisis: Mazrui blames Kibaki

A leading Kenyan political science academic, Prof. Ali Mazrui, has accused President Mwai Kibaki of plunging the relatively peaceful East African nation into tribalised bloodshed by grabbing state power through a "civilian coup".

"This (Kenyan post-election scenario) is a civilian coup at a presidential level," Prof. Mazrui, who is the director of Global Cultural Studies at State University of New York in the US, said.

The globally renowned scholar warned that the on-going diplomatic maneuvers and political tinkering to entrench Mr Kibaki in power would be untenable in an ethnically polarised nation where "a particular group thinks they have been marginalised".

"The ethnic factor is still alive in electoral behaviour across Africa. I don't agree with the notion that ethnicity is not the root cause of the Kenyan (electoral) problem," Prof. Mazrui argued on Wednesday during the Straight Talk Africa talk show programme on Voice of America, moderated by Ugandan-born American journalist Shaka Ssali.

Other analysts had previously warned that the post-independence political dominance and economic monopoly of the ruling Kikuyu people over a myriad of other tribes, makes Kenya susceptible to sustained genocidal war if the disparities are not addressed sooner.

Prof. Mazrui, who said he had been labeled a Kibaki sympathiser during the heated campaigns, suggested that a handful of hawkish political cronies could have persuaded President Kibaki not to relinquish power after the electoral defeat.

But Dr Jesse Mashate, a Ugandan-born journalist/communication policy consultant based in London, who was hosted on the same show via a video-link, said the plot to rig the disputed polls was mooted in 2005 after the government-touted referendum to amend the Constitution was defeated.

The main issues of contention throughout the drafting of the constitution were over how much power should be vested in the head of state (the president, in this case), with many believing that Mr Kibaki was attempting to garner dictatorial powers.

In previous drafts, those who feared a concentration of power in the president added provisions for European-style power-sharing between the President and prime minister. However, the final draft of the constitution retained sweeping powers for the head of state.

"The Kenyan situation is a general reflection of the upheavals in the Great Lakes region," Mr Mashate said adding, "Kenya seems to be joining the league of other disturbed countries like the DR Congo, Uganda, Sudan and Burundi to some extent".

Prof. Mazrui, who confessed to feeling "let down by the stolen elections", said only intensified pressure by the African Union and other world leaders, coupled with fresh polls within three months, could salvage Kenya from further turmoil.

He suggested that the Kenyan Parliament should initiate a process for a popular referendum for a new and more liberal constitution and create the position of prime minister, which should be headed by the Opposition to balance political power.

Mr Kibaki and Mr Odinga have agreed to work out a power-sharing mechanism. Mr John Kufour, the Ghanaian President who is also the chairman of the African Union, was in Kenya a few days ago to play a mediation role.

Mr Kibaki has already named 17 of his ministers, and it is expected that the other 15 will be named after completing negotiations with Mr Odinga, who claims he was robbed of victory.

"The parties agreed to work together with a panel of eminent African personalities headed by former U.N. boss Kofi Annan ... towards resolving their differences and all other outstanding issues including constitutional and electoral reforms," Mr Kufuor told reporters yesterday. "Both sides agreed there should be an end to the violence and agreed there should be dialogue."

Turning to the American politics, Prof. Mazrui speculated that Mr Barrack Obama, the Democrat contender in the race for White House could be assassinated if his popularity continued to surge like in past weeks.

"There are many people who are worried about the life of Mr Obama. If he becomes more and more popular, there could be a 'lunatic fringe' to sabotage or assassinate him," he said while discussing the topic: Presidential Elections, Is it time for change?

Citing the 1963 assassination of President J. F. Kennedy and the similar shooting of Martin Luther King, Prof. Mazrui said the United States might be immune to collective crime but that "targeted" criminal killing is still rife in the world's most powerful nation.

Is Dr mutual a man in denial?

Dr Alfred Mutua, the Government spokesman, is either a man in denial or one paid by the public to deny.

If Kenyans choose to believe him, then Ghanaian President Mr John Kufuor must love tea. According to Mutua, Kufuor who is also the chairman of the African Union, flew all the way from Accra to Nairobi last week just to have tea with President Kibaki.

On January 7, as Kenyans hinged their hope for peace on the then expected arrival of the Ghanaian President, Mutua argued at a news conference that Kufuor was not coming as a mediator.

"This is a fact-finding tour," he said, adding that there is "nothing to be mediated".

"They (Kufuor and Kibaki) are age-mates and friends, and Kufuor is coming to have a cup of tea with him," the Government spokesman said, making light a weighty issue of life and death.

According to Mutua, even America, Britain and European Union thought it was sensible for the Ghanaian President to come for tea in Kenya.

Again, if Kenyans choose to believe the Government’s spokesman, all is well and there is neither trouble nor violence in the country.

Even if one is expected to defend the indefensible, something appears to be amiss in the Office of Public Communications.

Ready-made answers for everything anytime have become the stock-in-trade emerging from that office. Statements that appear too insensitive or outright careless have become too ordinary and regular from the office that was supposed to give accurate information on what the Government is doing.

A week earlier, on January 2, more than 300 people are said to have died due to post-election violence, including dozens burned alive as they sought refuge in a church in Eldoret.

By that time, the UN cited Kenyan police sources as saying 70,000 people had been displaced in five days of violence.

Uganda’s Disaster Preparedness Minister, Mr Musa Ecweru was also quoted saying that around 5,400 people had fled to the country from Kenya. Several hundred people had also fled to Tanzania, officials there said.

But during a media briefing on January 2, Mutua downplayed the violence.

He said it had only affected "about 3 per cent" of the country's 34 million people.

"Kenya is not burning and not at the throes of any division," he said, stating the Government’s position.

By that time, opening of schools had been postponed nationwide. Six former African presidents were expected in the country to help put out the fires. At the same time, America had sent a top diplomat, Dr Jendayi Frazer. The British Prime Minister, Mr Gordon Brown had personally talked to both President Kibaki and Mr Raila Odinga. Also Senator Barack Obama spared time from his busy campaign schedule to talk to both State House and Raila on the situation in country.

By mid-week, President Bush had also voiced his concerns about the events in Kenya.

All these efforts, if Kenyans choose to believe Mutua, were too much ado about nothing.

At around the same time, he called a press briefing to deny there was in problem in the country.

He came up with his usual " the Government wishes to make several points very clear" statement.

All is well in Kenya

The points included statements that leaders are responsible for actions of their supporters, "for example when their supporters burn a church and kill people."

After his proclamation of " all is well" Mutua went on to say: " Its very sad time in our country to see politically instigated violence in the country where women and children have been killed."

Another point he made among the "several points" was that President Kibaki was ready to speak to anyone and at anytime. "However it should be noted that Kenya is not at war and does not need mediators or peacekeepers. Dialogue is open with anyone but the talk is not mediation or cease fire."

"It’s good to see that things have gone back to normal," Mutua declared, as riots began to engulf the country.

"Many people have agreed to go back to work and have said they are tired of politics," he concluded.

Mutua appeared to be outdoing himself when, on January 2, with the violence just escalating, he posted a statement on his website titled "Government assures investors and visitors that Kenya is safe and secure."

"Following the electioneering and holiday season, the Government of Kenya wishes to assure the business community, foreign and local investors, tourists and all other visitors that normal operations have resumed across the country, apart from isolated areas," Mutua said.

"The Government assures everyone that there is normal security and they can go about their business as normal. The Government has created an enabling environment for business and tourism and Kenyans are engaged in their various economic activities."

Ordinarily, media houses do not need the Government’s advise on how to cover the news, unless the State opts for open censorship.

But when the Government issued a blanket ban on live news coverage soon after President Kibaki was declared the winner, Mutua, again, was at hand with an explanation. He couldn’t hear any of the protests even by the international community.

The Government by requesting media houses not to air live press conferences and call-ins into radio shows wanted "to empower editors to be in control of the information relayed by their media houses."

"In the prevailing environment, some people are using the media to call for violence and to incite members of the public to engage in violence. By running these comments live, at the prevailing emotional state of many citizens, can be dangerous. However, editors are free to screen whatever they want a few minutes later after they have reviewed the material."

Rumours flourished

In the age of the Internet, camera phones and digital pictures, the ban never amounted to much, especially for urban dwellers with access to the little IT gadgets. Information flowed freely within and across the borders.

In rural areas, where the facilities do not exist, the blanket ban gave way to rumours. Some of the rumours said that ODM Pentagon members, Mr William Ruto and Raila had been arrested, that Police Commissioner Hussein Ali and Chief of General Staff Maj General Kianga had resigned. Panic spread, forcing the Commissioner of Police to issue a statement hours later that he was still in office.

Last week, again positioning himself as the public’s watchman, Mutua was on the Law Society of Kenya’s neck.

LSK had struck Electoral Commission of Kenya chairman Mr Samuel Kivuitu from its roll of honours’ list. The Society cited the elections debacle as its reason for doing so.

Reacting on the LSK’s statement on the swearing in of the President, Mutua said it was "inaccurate, misleading and confusing to members of the public."

"LSK should not be partisan and should exercise responsibility by refraining from making claims based on events where they were not present, have no idea of what occurred and at what time," Mutua said.

"It is important that the LSK should be seen to rise above partisan politics and to be a reliable organisation when it comes to legal opinions."

In trying to stand out as the sole defender of public interest, the spokesman still never gave the public the facts that would render those of the LSK irrelevant.

In the same week President Kibaki issued an invitation to Raila for a meeting, Mutua featured in an interview with CNN saying the Government would not negotiate with losers, the ODM.

Denying and condemning is a trend the spokesman has carried from his early days in office. Sometimes thought to be a diplomat for the Government and sometimes representing its worst face.

When, in September 2006, Obama was in the country and asked the Government to act decisively on corruption, Mutua rose with unsparing fire.

He said: "It is now clear that Senator Obama was speaking out of ignorance and does not understand Kenyan politics."

Apparently, in the Government’s spokesman’s world, corruption and Kenyan politics are intertwined. Seemingly, it takes a local or a lesson in corruption and politics in Kenya to understand that.

"It is very clear that the Senator has been used as a puppet to perpetuate opposition politics, which is very shocking because he is supposed to be an intelligent man," Mutua said of Obama.

"We forgive him because it is his first time in the Senate and he is yet to mature into understanding issues of foreign policy."

Tukitunza pesa zetu vizuri ili zisichotwe na wajanja, tukiweka kipau mbele katika maendeleo badala ya safari zisizo na maana za rais. Tukiweka mikakati ya makusudi ya kutoa ajira kwa vijana na kuwasaidia wanaobaki waweze kujitegemea, tutaendelea kuliko Kenya bila hata hiyo misaada ya Wajomba.

Kama ni misaada, Tanzania sasa inapata misaada mingi sana lakini hizo pesa zinaenda wapi? Misamaha ya madeni ndio hiyo akina Ballali na majambazi wenzake wanachota. Walizochota akina Ballali ni ni asilimia ndogo ya pesa ambazo kama nchi tunazipoteza kwa wizi na ujinga mwingine.

EAC Ministers Meet Amid Kenya Chaos

Ministers responsible for the East African Community from partner states will meet here today, according to an official of its secretariat. The meeting will be chaired by the first deputy prime minister of Uganda, Mr Eriya Kategaya. He is also chairman of the EAC Council of Ministers, its policy organ. No agenda of the one-day meeting was released by last night. But in attendance will be ministers responsible for EAC from the five partner states and senior officials of the secretariat. However, the meeting is likely to discuss the Kenya turmoil in which nearly 500 people have been killed and over 200,000 displaced following an orgy of tribal violence over the December 27 polls. Until yesterday, the EAC, which sent an observer team, had not released its report on the polls which were closely contested and which the opposition claims were rigged.

EAC officials on Wednesday held closed door meetings to scrutinise their findings on the election and implications of the bloody violence that followed. The regional body sent a 13-member observer mission which was deployed to all the eight provinces of Kenya. It could not be established if the EAC secretariat would use today's ministerial meeting to discuss and release the report. The meeting starts at 9 a.m. and will be followed by a press conference at 1.00 p.m. A member of the East African Legislative Assembly from Uganda, Mr Mike Sebalu, was the team leader. It included EALA members and senior officials of the secretariat from Tanzania and Uganda.

However, a preliminary report issued by the observer team in Nairobi on December 29, one day before President Mwai Kibaki was declared the winner of the presidential votes, identified some shortfalls in the electoral process. These included the use of opaque boxes rather than the transparent ones which EAC monitors said exacerbated the possibility of rigging. They also said sorting of ballot papers in the counting process was not properly structured in some areas, thus contributing to the delays. Other shortfalls were missing names in the register and black book.

The observer team also noted that the voting pattern had an ethnic bias which observers said disadvantaged minority parties in terms of tolerance. President Kibaki, who contested the country's highest office through the Party of National Union, was announced winner of the presidential votes.
His victory, announced by the Electoral Commission of Kenya, has been bitterly opposed by his rival, Mr Raila Odinga of Orange Democratic Movement (ODM). He says the election was rigged in favour of the incumbent.

Mkazi wa Busia aliliambia gazeti la Jumapili la Kenya 'The Sunday Standard' kuwa wanajeshi hao kutoka Uganda walionekana katika miji kadhaa huku wengine wakiwa katika eneo la fukwe za ziwa Victoria karibu na mto Suo.


"Wanajeshi kutoka Uganda wapo kwenye sehemu zote za mipaka huku wengi wakifanya doria karibu na ziwa Victoria,"alisema mwalimu wa mmoja wa shule ya sekondari kutoka la Wilaya ya Budalang?i, nchini Kenya.


Mbunge wa Nambale, Chris Okemo alisema baadhi ya wanajeshi hao wameripotiwa kuingia nchini humo lakini wengi wao walionekana katika mji wa Busia.


"Tumepokea taarifa kuwa kuna idadi kubwa ya watu wasiofahamika ambao haijulikani wamekuja kufanya nini Kenya. Wengi wa watu hao ni wanajeshi kutoka Uganda," alisema Mbunge huyo na kuongeza kuwa wanaendelea na uchunguzi wa tukio hilo.


Mbunge mwengine kutoka Bondo, Dk Oburu Oginga naye alisema wanajeshi hao kutoka nchini Uganda waliingia nchini humo usiku kupitia eneo la Mageta wakiwa kwenye makundi makundi.


"Kundi la kwanza lilikuwana askari 12 ambao walikuwa wanaongea lugha ya Kiswahili liliingia eneo la Mageta saa 11 jioni na kuwauliza wenyeji njia ya kufika eneo lengine la Usenge na ufukwe la Uhanya katika ziwa Victoria," alisema Dk Oburu

Kwa mujibu wa Dk Oburu, baada ya saa mbili wanajeshi zaidi waliwasili katika eneo hilo hivyo kulazimika kutoa taarifa katika Kituo cha Polisi Bondo.


"Huu ni ujinga hakuna mtu yoyote anayeruhusiwa kuingia nchini kwetu kwa kisingizo cha machafuko yanayoendelea, Kenya haina vita hivyo Uganda hawapaswi kuleta wanajeshi wao.

"Tunasheria zetu zinazotulinda, wananchi lazima wawakatae wanajeshi hao kutoka Uganda kwani wanatumia hali ya sasa ya nchi yetu kuingia nchini kwetu kwa lengo la kujinufaisha," alisema Dk Oburu.


Kwa mujibu wa The Standard, wanajeshi wengi waliripotiwa kuingia nchini humo na kuonekana kartika maeneo ya Bugoma na wakazi wa maeneo hayo wanasema kuwa waliona mabasi sita yakiwasusha askari hao.


Mpaka sasa Rais Yoweri Museveni wa Uganda ndiye rais pekee aliyetoa pongezi kwa Rais Mwai Kibaki kufuatia ushindi tata alioupata baada ya kutangazwa na Tume ya Uchaguzi ya nchi hiyo (ECK) kuongoza kiti hicho katika kipindi kingine cha miaka mitano ijayo. Rasi Museveni pia alikaririwa akisema kuwa yuko tayari kutoa msaada ulinzi kwa Raisi Kibkai endapo atahitaji msaada huo.


Hata hivyo, Uganda imekanusha tuhuma hizo. Mshauri wa Masuala ya Habari wa Raisi Museveni, John Nagenda alisema tuhuma hizo hazina ukweli wowote na kumnwa hakuna askari wa Uganda waliopelekwa nchini Kenya.


Naye Msemaji wa Jeshi la Uganda, Kapteni Paddy Ankunda, alisema tuhuma hizo si za kweli na kwamba zinalengo la kuichafua Serikali ya Museveni na kuongeza kuwa wanajeshi pekee waliopo nchini humo ni wale walio katika mafunzo maalumu katika Chuo cha Mafunzo ya Kijeshi cha Karen kilichopo jijini Nairobi.

Wakati hayo yakitokea wasuluhishi kutoka Jumuia mbalimbali za kimataifa ukiwamo Umoja wa Afrika (AU) wamezitaka pande zote zinazovutana zinazoongozwa na Rais Kibaki na Raila Odinga kutoendelea na hatua zozote ziatakazosababisha kuvunjika kwa hali ya amani nchini humo

Katika taarifa yake iliyosomwa jijini Nairobi jana, Katibu Mkuu wa Umoja wa Mataifa, Ban Ki-Moon alizitaka pande hizo kuhakikisha kuwa wanapata suluhu ya mgogoro huo ambao mpaka sasa unasadikiwa kusababisha jumla ya watu 500 kupoteza maisha huku zaidi ya Wakenya 300,000 wakikosa mahali pa kuishi kufuatia kubomolewa na kuchomewa makazi yao.

Ki-Moon alizitaka pande hizo kusahau yaliyopita na kuhakikisha amani inapatikana kwa lengo la kuijenga nchi hiyo.

Naye Katibu Mkuu Mstaafu wa Umoja Mataifa, Koffi Annan ambaye awali ilitarajiwa kuwasili nchini Kenya ili kuzikutanisha pande zote zinazovutana alizitaka pande hizo kutotafuta sababu zilizojificha ambazo zitachangiia kutopatikana kwa hali ya amani na kuwataka kushirikiana ili kupatika kwa suluhu.

Naye mshindi wa Tuzo ya Nobel, Askofu Mkuu Desmond Tutu kutoka Afrika Kusini, akizungumza na serikali ya Marekani kwa mara nyingine allisisitiza umuhimu wa kuwepo kwa mazungumzo ya ana kwa ana baina ya raisi Kibaki na Odinga.

Awali Askofu Tutu alifanikiwa kumshawishi Rais Kibaki kukubali kuunda serikali ya mseto na wapinzani wake kwa masharti kwamba kwanza Odinga atambue uwepo wa mamlaka ya serikali, akiimanisha kumtambua kuwa yeye ni Rais halali wa Jamhuri ya Kenya.


Hata hivyo, msimamo wa Rais Kibaki uligonga mwamba kutokana na msimamo wa Odinga ambaye alipendekeza serikali ya mpito ambayo itaanda uchaguzi mpya wa Rais ndani ya miezi mitatu. Tayari Odinga alishatamka wazi kwamba hamtambui Rais Kibaki kwa madai kuwa anaamini kwamba aliiba ushindi.


"Kwa mtazamo wetu ni vizuri kwa Rais Kibaki kukaa pamoja na Odinga bila kuwekeana vikwazo ili kujadili jinsi ya kumaliza mvutano unaoendelea kwa maslahi ya Wakenya, alisisitiza Msaidizi wa Waziri wa Mambo ya Nje wa Marekani anayeshighulikia masuala ya Afrika, Dk Jendayi Frazer.

Kauli hizo kutoka kwa viongozi mbali mbali wa Jumuiya za Kimataifa zilitolewa siku chache baada ya chama cha Orange for Democratic Movement (ODM) cha Odinga kutangaza maandamano makubwa yatakayofanyika kwa siku tatu mfululizo katika miji mbalimbali kuanzia Januari 16.

Annan, ambaye anatarajia kuwasili nchini humo mapema wiki hii kuendeleza sehemu aliyoacha Mwenyekiti wa Afrika, Rais John Kufuor wa Ghana aliitka serikaliya Rais Kibaki na upande wa upinzani kuangalia zaidi wakenya wanataka nini kwa lengo la kuonyesha uongozi bora.

Rais Mstaafu wa Tanzania, Benjamin Mkapa na Mke wa Rais Mtaafu wa Afrika Kusini, Graca Mandela wanatarajiwa kushirikiana na Annan katika mazungumzo hayo ya kutafuta amani nchini Kenya.

Shirika la Habari la Uingereza (Reuters) limesema kuwa Annan atakuwa na muda mwingi wa kukaa nchini Kenya ikilinganisha na Rais Kufuor, ambaye alikaa nchini humo kwa siku mbili pekee. Hata hivyo Rais Kufour alishindwa kuzipatanisha pande hizo mbili.

Awali marasi wanne wastaafu za Afrika walitembelea nchini humo kwa lengo la kuwafariji wananchi wa kenya. Marasi hao ni Rais Mkapa (Tanzania), Joachim Chisano (Msumbiji), Dk Kenneth Kaunda (Zambia) na Sir Ketumile Masire (Botwana) .

Wakati huo huo viongozi wa makanisa wamewataka Rais Kibaki na Odinga kurejesha hali ya amani nchini humo.

Viongozi wa madhehebu ya dini mbalimbali wamepinga vikali kufanyika kwa maandanao makubwa yaliyopangwa kufanywa na chama hca ODM siku ya Jumatano na kutaka viongozi hao kutumia njia ya mazungumzo badala ya kutumia nguvu.

Kiongozi wa Kanisa la Katoliki John Cardinal Njue alisema kufuatia vifo vingi vya wananchi huku wengine wakipoteza mali zao ni vizuri pande hizo kutumia njia ya maziungumzo badala ya nguvu.

"Nchi inaelekea katika hali mbaya kuita tena maandamano mengine wiki hii ni sawa na kuongeza matatizo yatakayosababisha ghasia tena zitakazosababisha kupoteza maisha ya watu wasio na hatia, "alisistiza Njue.

Jijini Nairobi maaskofu 33 wa Kanisa la Anglikana walimtaka Rasi Kibaki na Odinga kuwa tayari kwa mazungumzo yenye lengo la kuleta suluhu.

Naye Ramadhan Semtawa, anaripoti kuwa kufuatia ghasia zinazoendelea nchini Kenya, Baraza la Mawaziri la nchi wanachama wa Jumuiya ya Afrika Mashariki (EAC) linatarajiwa kukutana katika mkutano wa dharura kujadili hali ya maafa ya kibinadamu nchini humo.


Mkutano huo wa dharura wa baraza hilo la mawaziri wa nchi wanachama wa EAC, utakuwa chini ya Uenyekiti wa Eriya Kategaya ambaye ni Naibu Waziri Mkuu wa kwanza wa Uganda na Waziri wa Afrika Mashariki wa nchi hiyo.


Akizungumza jijini Dar es Salaam jana Waziri wa Afrika Mashariki wa Tanzania Dk Ibrahim Msabaha, alisema mkutano huo unatarajiwa kufanyika wakati wowote kutegemea mwenyekiti atakavyopanga kwa kuzingatia ratiba za mawaziri wa kila nchi.


Dk Msabaha alifafanua kwamba, mawaziri wa EAC wanajishughulisha na kuangalia athari za kibinadamu kwani jukumu la usuluhishi liko kwa wakuu wa jumuiya hiyo na wasuluhishi wengine wa kimataifa.


Alisema katika mkutano wao, moja ya jambo wanaloangalia katika athari hizo za kibinadamu ni kuona jinsi ya kufikisha misaada na njia za kuikusanya.


Hata hivyo, alisema mawaziri hao tayari wametoa azimio la kuzitaka pande zote zinazopingana nchini Kenya kukaa katika meza moja ya mazungumzo.


"Baraza la mawaziri litakutana kwa dharura ili kujadili namna ya kupata na kufikisha misaada ya kibinadamu. Sisi tumeangalia zaidi athari za kibinadamu, tunajua juhudu za kusuluhisha zipo chini ya wakuu wetu na jumuiya ya kimataifa," alisema na kuongeza:


"Rais Jakaya Kikwete, Yoweri Museveni wamekuwa wakijitahidi kusuhulisha, pamoja na Askofu Desmond Tutu na mwenyekiti wa AU John Kufuor. Hawa wote tunatambua mchango wao katika usuluhishi".


Dk Msabaha aliongeza kuwa uamuzi huo wa kufanya mkutano huo wa dharura umetokana na kauli moja ya mawaziri wote wa nchi za EAC ambayo ilitolewa Januari 11.


Kuhusu raia wa Kenya kuingia nchini kama wakimbizi, alisema hadi jana hakuna Wakenya waliokuwa wameingia nchini kama wakimbizi.


Dk Msabaha alisema Wakenya wote wanaoingia nchini wamekuwa wakija kwa ndugu na jamaa zao na kuongeza kwamba, hakuna mtu aliyeingia na kuhitaji msaada wa kibidanadamu kutoka Serikali ya Tanzania.


Alisema mpaka wa Tanzania uko wazi na kuongeza kwamba, kazi kubwa iliyopo sasa ni kusaidia kutatua matatizo katika nchi wanachama wa EAC ambazo hazina bandari ambazo awali zilikuwa zikitegemea bidhaa zao kutoka Kenya.


Msabaha alisema kwa sasa kunafanyika taratibu ndani ya serikali ya namna ya kusaidia kupeleka mafuta nchini Uganda.


Matokeo tata ya kura za urasi wa Kenya kwenye Uchaguzi Mkuu uliofanyika Desemba 27, yameifanya nchi hiyo kuingia katika machafuko makubwa ambayo yamesababisha athari kubwa za kibinadamu na uchumi wa nchi wanachama wa EAC ambazo hazina bandari.
