Labda niseme hivi; Tanzania inapokea misaada kwa njia tatu:
1. General Budget Support (GBS) - hizi zinaenda moja kwa moja treasury
2. Basket fund - mutliple donors wanachangia sector fulani
3. Project fund - specific project inapata msaada.

Tofuati na ilivyokuwa huko nyuma Serikali ya Tanzania imekazia mkazo zaidi misaada ipitie Treasury yaani GBS kwa sababu mfumo hauathiri nguvu ya serikali katika kufanya/implement maamuzi yake. Donors wengi hawapendi kabisa GBS kwa sababu inawanyima fursa ya kufanya watakavyo. Wanapendelea either Basket fund au/na zaidi project fund. Lakini ukiwaacha wakatumia Basket/project funds mara nyingi unakuta hela zinarudi kwao, wanakuja na miradi wanayotaka wao, wanakuja na staff toka kwao and worse mara nyingi miradi ina-contradict your national priorities.

Kumekuwa na kelele sana but GBS is still what govt wanataka itumike, na serikali ilisema "we want to manage donors and not vice versa". Hivyo utaona aid kwa Tanzania ni nyingi kwa sababu misaada mingi inapitia kwenye huo mfumo. Yapo maeneo under Basket/Project Funds but kwa ujumla that's the situation. Jambo jingine, Basket/Project funds ni rahisi sana hela kupotea au kuliwa na wajanja na mbaya zaidi serikali inakuwa haina taarifa kuhusu who is doing or funding what. Hawa donors wanatabia ya kuzagaa kila mahali for reasons only known to them na kama utaachia mambo loose utajikuta uko kushoto.

Now, sina uhakika Kenya wanapokea misaada kupitia njia zipi, but I suspect misaada mingi inapitia Basket na project Funds. Pia kuna miradi mingi inafanyiwa kazi katika level ya bilateral relations. Mara nyingi fundings za hivi zina-manifest outside the National Budget projections. Lakini risks zake ndio hizo, kutojua nani analisha mkeo na wanao, or masharti yanayogongana na national prorities au kuliwa na wajanja because really you are not incharge.

Kuna mtu ametaja kuwa Tanzania inapokea misaada mingi kuliko DRC, inawezekana kabisa yuko sahihi. Lakini labda niulize aid DRC unampa nani? Kabila? The man needs a few dollors to buy enough guns for his protection in Kinshasa. basi. Watu toka Kivu ni kama wanaishi North Western Tanzania na Rwanda. Kishasa ni sawa na nchi za nje. Aid utapeleka Treasury ya wapi?

How about US
Wamarekani hawapendi kupitisha misaada kwenye bajeti kuu, they like to go solo na huwa wanavutiwa sana na 'army'. Sina sababu ya kukataa hii taarifa kuhusu Kenya because that's typical of USA. Wanakula sahani moja na wewe lakini haichukui muda kukugeuka if they feel that you are not doing what they want you to do. Angalia, Egypt, they left the old-dear at the alter, na jeshi la Egypt wakageuka bubu ghafla.

Kenyans have had their moment, undeniably true.

But as human beings are individually the sum total of their experiences, so too is a Nation - it is the maturation matrix of the possibilities in National Conduct - in Germany today are still alive a generation that slaughtered remorselessly other human beings for Hitler barely sixty years ago - and their Per Capita Income is how comparative to the Wajamaa Tanzanians, eh? Wacha!! Germany is what she is because of ''her moments'' as a Nation, good and bad!!

Yet you and others like you would have Kenyans believe that PEV2008 has somehow condemned Kenyans collectively to a state unequal to Wajamaa Tanzanians or other human beings!! What a load of croak!

Lemme let you on a little secret, bra - for us Kenyans, PEV 2008 memories is an anchor that holds us true to our Nationhood, re-ignites our belief in our Nationhood. It renews our generations, beyond the heady memories of our deathly Independence struggle. Kenya is stronger / older now than pre-PEV2008.

You Tanzanians will have your moments too; hopefully you shall have learned some valuable lessons from looking around you at others that trod that path ahead of you - a knife cuts, you need not prove that to be sure.

The demographic dynamics in Tanzania are many times more complex that those in Kenyan, what with your hundred and forty distinct tribes. Thus far, Centralized political and administrative Control ( a throwback of Ujamaa-ism) and a rather deficient but evolving democratic Culture, have not permitted venting of whatever tensions invariably erode your Nationhood adhesive. That will come, as surely as the sun rises each morning. I doubt any Kenyan would wish Tanzania to have a moment as terrible as we did in 2008.
