Because the security challenges are bigger and require bigger muscle than the truncheon your police use,also because we can afford to give our police better equipment than an umbrella and a soviet era pistol. It is happening across the world not just Kenya:

The border patrol police unit will now get Bastion APCs, CZ scorpion rifles, night vision goggles and hand held UAVs for their operations while retaining the small tanks they use now.

We do not want our police walking around looking like night guards and village elders.Also we want to keep them safe that is why GOK is investing a lot in equipment for the police.

The current crop of old guard ocs,ocpd and county commanders are being phased out by a younger more learned crop of law enforcement officers especially from the gsu and administration police.
This effort actually led to a reduction in crime, enabling Nairobi to get a B ranking on security which is not far below rome.
D grade has been left for those in lower ranks, who will be controlled.
Also before you get to particular ranks like OCPD and County Commander now you need to have undergone several management courses in the Kenya school of government and of course intelligence gathering training majorly done by Israel and America.
