China has lent Angola around $20 billion since a 27-year civil war ended in 2002.

They are borrowing another $25 billion from China and Brazil to fund the budget gap in 2015 due to low crude oil prices.

Repayments are often paid with oil or funds go directly to Chinese construction firms that have built roads, hospitals, houses and railways across the southern African country.

This means, however, dollars don't end up entering the real economy, increasing costs for ordinary Angolans.

There are around 50 Chinese state companies and 400 private companies operating in Angola alone.

I honestly hope that Kenyans will be able to repay the Chinese without sacrificing their future.

People here comparing Kenya and Brazil and Greece to debt ratio and ability to pay make me wonder Bavaria I here you and Wat u mean by payability ya Kenya but get this agriculture in Kenya has the ability to give Kenya upto 72bn$ Kenya receives 1.4mn tourists but still has an ability to get to wea dubai a desert receiving nearly 120mn tourists a year Pia manufacturing fishing industry textile etc

Hayo yalibainishwa na Waziri wa Fedha, Saada Mkuya Salum, jijini Dar es Salaam jana alipozungumza na waandishi wa habari kuelezea utekelezaji wa majukumu ya wizara hiyo.

Hata hivyo, alisema pamoja na kuongezeka kwa deni hilo, serikali itaendelea kukopa kwa sababu bado ina sifa za kukopa kwa kuwa kiwango cha deni ni asilimia 28 wakati ukomo wa kukopa ni asilimia 50.

Aliongeza kuwa itakopa fedha kwa masharti nafuu ambazo zitaelekezwa kwenye miradi ya maendeleo ya miundombinu ambayo aliitaja kuwa ni barabara, reli, bandari, mkongo wa Taifa, bomba la gesi, viwanja vya ndege Zanzibar na Songwe.

Waziri Mkuya alifafanua kuwa sababu za kuongezeka kwa deni ni mikopo iliyopokelewa na serikali ambayo muda wake wa kulipa haujafika kutoka vyanzo vya masharti nafuu na ya kibiashara na malimbikizo ya deni la nje kiasi cha dola za Marekani milioni 801.7 kwenye nchi zisizo wanachama wa jumuiya ya wahisani.

Aliongeza kuwa serikali itajadiliana na nchi hizo kuhusu msamaha wa kufutiwa deni hilo.

Alisema Serikali inatoa kipaumbele kwa miradi ya ubia kati ya serikali na sekta binafsi ili kuiwezesha kuchangia maendeleo ya uchumi na kuipunguzia serikali mzigo wa madeni.

Alisema Septemba mwaka jana serikali kwa kushirikiana na taasisi za kimataifa ilifanya thathmini kuangalia uhimilivu wa deni la taifa kwa kutumia vigezo vilivyowekwa na kutambuliwa kimataifa na kwamba ilionyesha deni ni himilivu kwa sababu viashiria vyote bado viko chini ya ukomo unaotakiwa.

MATUMIZI YA EFD
Akizungumzia matumizi ya mashine za kielektroniki EFD, alisema wataendelea kuyazitolea ufafanuzi na kuyasimamia vema kwa madhumuni ya kukusanya kodi kwa ufanisi zaidi ili kuongeza pato la taifa na kupunguza ukwepaji kodi.

Alisema serikali itaendelea kutoa elimu kupitia Mamlaka ya Mapato Tanzania (TRA) kwa wafanyabiashara kwa kuwa huo ndiyo msimamo wa serikali. Alifafanua kuwa serikali iliwapa uhuru wafanyabiashara wanaolalamikia mashine hizo kuunda kamati na kwenda kutembelea nchi za China na Bulgaria zinapotengenezwa na kuangalia uhalisia wa bei, lakini walikataa.

Kuhusu ukuaji wa uchumi, Mkuya alisema umekua kwa kiwango kikubwa na unaendelea kuimarika kwa wastani na kwamba pato la taifa lilikuwa kwa asilimia saba kwa kipindi cha miezi tisa ya mwanzo wa mwaka 2013.

MFUMUKO WA BEI
Kwa upande wa mfumuko wa bei, alisema umeendelea kushuka hadi asilimia 5.6 Desemba mwaka jana kulinganisha na asilimia 19.8 mwaka 2012. Alisema kupungua kwake kulitokana na sera thabiti za fedha na kibajeti pamoja na kuimarika kwa uzalishaji na usambazaji wa chakula.

Alisema matumizi ya fedha za kigeni katika mzunguko wa uchumi Mtanzania asilazimishwe kulipia bidhaa au huduma yoyote nchini kwa fedha hizo isipokuwa sehemu za utalii na ada za shule za kimataifa.

Alisisitiza kuwa serikali itaendelea kusimamia vyema suala hilo ikiwamo kuwachukulia hatua wanaokiuka utaratibu huo.

SARAFU MOJA EAC
Akizungumzia matumizi ya sarafu moja kwa nchi za Jumuiya ya Afrika Mashariki (EAC), Mkuya alisema wanaendelea na mchakato na watalipeleka bungeni kwa majadiliano zaidi kabla ya maamuzi.

Akizungumzia Bunge la Bajeti, alisema licha ya kufanyika kwa Bunge la Katiba, wanatarajiwa kuwa bajeti itawasilishwa, kupitishwa na kuanza kutumika Julai Mosi, mwaka huu, lakini alisema kama kutakuwapo na viashiria, serikali itatoa taarifa.

Alipoulizwa kuhusu baadhi ya wanasiasa wanaohoji uwezo na uzoefu wake wa kusimamia wizara hiyo, alijibu kwa kifupi kuwa hataki maswali hayo kwani ni historia na kwamba Rais Jakaya Kikwete amekwisha kumteua na anaendelea kuchapa kazi.

Kuhusu madai ya baadhi ya watumishi wa serikali na watoa huduma serikalini, alisema tatizo liko katika halmashauri kwa kuwa fedha zinatumwa na kuwa kinachofanyika ni uzembe. Hata hivyo, Mkuya aliahidi kwamba serikali itafuatilia.

Kenya this year has 7bn $ debt payable upto 2091 the longest debtor

Last year Kenya paid 1.2bn$ in debt tukarudi 2.2bn$ alafu we borrowed ya sgr and other small ones from AFDB n world bank ika turusha 7bn $ the government serviced its debt to maintain its credit rating but haikuwacha enough to use so the government is experiencing a cash crunch hyo ndio cash crunch un lay man tanzanian way

The government can still pay all its debt by 3 ways
1.heavy taxation
2. Use of foreign currency reserves now valued at 8bn$
3. By borrowing locally to service external debts

WHILE TANZANIA HAS SINGLE HANDEDLY SUPPARSED KENYA IN BORROWING BY ONE PROJECT BAGAMOYO PORT

Anyways, what matters is the debt-to-GDP ratio, and 50% is the maximum allowed ratio for developing countries.
You people have already hit 50%, and I'm sure that was even before the SGR.
Tanzania's still at 40%.

msemakweli honestly bro who said debt is a bad thing? i think the cartoonist and yourself are not very accurate on this. what do i mean? Incurring debt is GOOD as long as the return can be proven beyond reasonable doubt in which case the SGR might actually prove itself. read up on infrastructure investments. Debt has the effect of making people work harder to return the initial investment. It matters not if it is at the personal,corporate or government levels, its a matter of scale really. I think the word debt has been abused. How i miss the days gay meant happy.
