What you are posting does not relate to what you are asking. In any case since CDF, if there is any school under a tree ask the local leaders. On the first two images, those are peoples houses, the government does not build peoples houses, provides equal platform for all Kenyans, Did you expect the government to build peoples houses in the rural???
And that is why i told you laptops were delayed to make the ground ready, making schools able to handle the laptops by building them and installing electricity. So you are committing to my point that, it is not that Jubilee failed to release laptops, but the ground was not ready and had to be prepared!
In Rwanda, the project is successful irrescpective of such challenges as not all school are the same, those that are ready can go on.
