Why hire when you can send one for free? That 100 million shillings was paid by the Japanese govt. Kenya literally spent almost nothing and in the process our scientists gained technical experience from Japanese scientists. You cannot tell someone to stop doing research using satellite because there is fibre. That is just faulty reasoning. Why not use both because they have different advantages and disadvantages. Finally, mambo ya kusema kila saa eti x is outdated so we must do y which is modern, is not always the best option. Hio inaitwa group think and it's not always the best option. Not everything that is modern is good. Some old technologies can be cheaper. Or some old technologies can create more employment than new ones. For example Poland uses coal heavily even though Germany is going solar. Why? Because coal is cheaper and Poland can't afford solar but Germany can afford solar. So the argument you are making that we should shun old technology and go for new technology is misplaced, sometimes the old tech is cheaper and better in some ways.
You need a constellation of satellites at different altitudes and orbits to conduct any meaningful reaserch or communications. These can be cheaply hired and some of them are even free for use by Metrological departments. What will 1 small micro satellite do? even if its free from japan it cannot serve any purpose unless its in a constellation. And mostly people are missing the point, the satellite is easy to make but the rocket propulsion,launch pad and telementy is very complex and Japan have not transfered that to kenya.
