Thank you for your comment that this Deputy Governor Reli is "Mbumbumbu". This country of ours is going down the drain because of the mediocre peolpe we have put in charge of crucial institutions like BoT.
First of all, it should be understood that the Twin Towers of BoT are there and that they belong to the People of Tanzania. Liyumba cannot therefore be accused of stealing the whole value of the Towers.
It should also be understood that as a public building, it ought to have been the subject of a public tender and that the cost of its construction should have been known (presumably the lowest tenderer) and fixed before construction started.
During the construction it is possible for variations to be proposed either by the BoT or by the contractor; but such variations would have been the subject of discussion and approval of the Board under the Chairmanship of the Governor; and additional costs or even reduced costs would known and be recorded. Under no circumstances would such approval be approved by a Manager like Liyumba.
The difference between the agreed tender price and what was actually paid, if payment was improperly effected by Liyumba, would then be the amount of loss caused by Liyumba. This should be known now; and it should not await the completion of accounts as iimplied by this naive Deputy Governor Reli.
It is a shame that the most prestigious financial institution of Tanzania is run (or rather is being ruined) by the likes of Reli.
