American Airline, for example, is not a National Carrier, it's privately owned. Air Cambodia is 40% owned by Cambodian Government, that is not a National carrier.
Qatar Airways is a National carrier, so is Ethiopian, Rwandair, Air China. The respective governments are majority owners. They have a majority in Equity.

A flag carrier, doesn't need to be a National carrier; It means it was registered in a country whose flag is carried on its vessels/aircraft.
Thea4 (as you've put it), British Airways used to be a national carrier, but it isn't anymore. It's just a flag carrier.
Also, that's one of the reasons that US doesn't have a national carrier.
Kenya Airways is a flag carrier just like Fastjet.
That's why you don't have a crispy ndugu Odhiambo holding the mic in that cover picture, because The composition of Board of Directors is proportional to the votes in the corporate world (usually/traditionally).

Fyi, the Kenya govt is the single largest shareholder at the KQ with 49% of the shares. The directors are Kenyans (yeah, even the pale- skinned persons on the BoD), and the private investors there the majority of them are Kenyans.
The foreign investors hold only a miniscule portion of the shares with KLM, the largest foreign shareholder controlling a paltry 7.8% of the stake.
Long story short, KQ is Kenya's national/flag carrier.
