Kwa wale mliofatilia tukio la kukabidhi hati Ikulu Magogoni kwa Mabalozi wanaowakilisha nchi zao hapa Tanzania, mtakuwa mlisikia kuwa Balozi mpya wa Italy nchini ni mbobezi wa masuala ya 'Cyber Security'

Je hii ni diplomatic gesture? Kwamba viongozi wetu wakubwa wameonekana kulalamika dharani 'mambo ya mitandaoni' hasa yule wa Twita. Mawaziri, Wabunge, IGP, Spika, marehemu,wastaafu na Mama sasa hivi kwa nyakati tofauri wamemgusia yule wa kwenye 'Twita' na hivyo kuonesha ni tatizo huku kukiwa na uvujaji mkubwa wa taarifa. Kumekuwa na tetesi za kutumika rasilimali watu, fedha na muda bila mafanikio

Mimi sina ujuzi wowote wa masuala ya kidiplomasia lakini kuletewa Balozi mtaalamu na mjuzi wa masuala ya ulinzi wa mitandao je ni namna ya ku 'offer' huduma kusaidia kutatua matatizo? Kwamba mtu anajua una shida lakini hawezi kuanza kutoa msaada anakuwekea mazingira na kusubiri uombe wewe mwenyewe.

Balozi anatakiwa awe na maarifa mengi ili kusimamia maslahi ya taifa lake, hivyo hata Tanzania mabalozi wetu wanaoteuliwa kuiwakilisha Tanzania nchi za nje lazima wawe na ubobezi wa aina fulani kufikia maslahi na malengo ya diplomasia ya kiuchumi.

Marco Lombardi was born in Turin on February 7, 1973. He is married to Mayumi Kobayashi and is the father of Rosa, Elena and Giorgio Taiyo. In addition to Italian, he speaks English, Japanese, French and Spanish.13 May 2005

In 1997, he graduated in Political Science from the University of Turin with a thesis on the relationship between the processes of regionalization between Countries and the globalization of the international economy. He was a Research Fellow and Assistant Professor of International Economics at the Political Science Department of the University of Turin.

From 1995 to 1997, he held the position of Board Member of the Regional Authority for student housing and real estate management of the Universities of Piedmont Region. At the same time, he was a Board Member at the Political Science Department and Law Institute of the University of Turin.

Between 1997 and 1998, he was Officer Cadet and Reserve Officer with the rank of Second Lieutenant in the Infantry, Tank Crewman. He served as a Tank Platoon Commander and Deputy Head of the Supply Unit of the Logistic Battalion of the “Ariete” Brigade of Maniago (Pordenone).

Following the competitive examination for the diplomatic career, he joined the Italian Ministry of Foreign Affairs (31 December 1998).

Between 1998 and 2002, he worked at the Directorate General for Political Affairs of the Ministry of Foreign Affairs. He was Deputy Head of the Asia-Oceania Office. He then served, for a 6 months’ period, as Deputy Chief of the Special Diplomatic Delegation of the Italian Government to Albania and was later sent on a brief mission at the Embassy of Italy in Hanoi, Vietnam.

Returning to Rome, he was appointed Deputy Head of the Secretariat of the Political Director of the Minister of Foreign Affairs.

In the period between 2002 and 2006, he served as First Secretary at the Embassy of Italy in Tokyo where he was among the organizers of various events of integrated promotion, such as the “Italian Festival” and the “Italian Spring”. He was additionally in charge of economic and commercial affairs, contributing to the conclusion of important agreements between Italy and Japan that have opened the Japanese market to many Italian products.

Between 2006 and 2010, he was Deputy Chief of Mission at the Embassy of Italy in Dublin, where he also served as Head of the Consular Chancellery. Among other things, he organised the “Italian Festival”, a showcase of Italy’s tourist and cultural heritage and historical roots, characterized by a rich calendar of events that enjoyed extensive media coverage and contributed to the promotion of an all-round first-rate image of Italy in Ireland.

In the period between 2010 and 2013, he worked at the Directorate General for the European Union of the Ministry of Foreign Affairs. He was responsible for regional cooperation between Italy and the Western Balkans and, later, became Head of the Office in charge of bilateral relations between Italy and the Countries of central and northern Europe.

Between 2013 and 2017, he was the Consul General of Italy in Osaka. During his mission, he has undertaken an intense activity for further tightening cultural, economic and commercial cooperation between Italy and Western Japan.

Between 2017 and 2020, he was the Deputy Principal Director for IT. TLC and organizational wellness and Head of Office V-D.G.A.I.
During this assignment, he was managing IT, communications and cybersecurity in Rome headquarter.

Since March 29th, he is Ambassador of Italy to Dar es Salaam, Tanzania, with accreditation to the Union of Comoros and to the East African Community.

In 2010, he has been bestowed with the award “Knight of the Order of Merit of the Italian Republic”

Dr. Mehmet Güllüoğlu graduated Marmara University Medical Faculty, and recently assigned as the Director of the Research and Development Unit at the Turkish MoH, Health Directorate of İstanbul. He previously worked in the private sector, and also in International Health NGOs. (especially with Doctors Worldwide (DWW)). He visited Middle East and Africa with medical missions. He currently does doctorate in public health at Istanbul University, Istanbul Medical Faculty. Turkish International Non-Governmental Organisations-INGOs in responding to the “Arab Spring”. It studies whetherTurkey’s INGOs agenda is a classical policy or an innovative interventionist policy to influence and/or contribute to the Arab Spring.It also examines the established interests, reactions and responses of those organisations to the Arab Spring. It also includes how these organisations shapedand contributed to the establishment of new conventional power structures. The chapter considers a number of social, economic and political factors, circumstances and changes that have influenced the Turkish INGOs in responding tothe Arab Spring. The study considersTurkish INGOs as a case to examine their contributions, endeavours and challenges in the wake of the Arab spring. These organisations operate to deliver actions in the fields of humanitarian assistance,relief,emergency aid, health care, education and social welfare. These organisations are considered very crucial stakeholders in mobilising and empowering society.

Balozi lazima uwe unatosha ktk nyanja kibao mfano mbali ya masuala ya cyber security uliyoyasema unaona pia Mh. Balozi Marco Lombardi wa Italia ana uwezo wa ziada ktk lugha kibao za mataifa mbalimbali itakayo mjengea ushawishi ktk jumuiya ya mabalozi nchini Tanzania bila kusahau kutumia uwezo wake wote kuwakilisha maslahi ya taifa lake .

Kwamba balozi atakuwa na muda wa kushughulikia wakosoaji wa watawala wa Tz mitandaoni?

I doubt it.. Kwao wakosoaji ni wengi zaidi.

Labda kama angekuwa balozi wa nchi ya kidikteta kama China, North Korea..
