They (Ikulu) are checkmating the appointees. By ambushing them.A few of them anyway, and that necessitates the process to be that way (stealthy) for all of them.
Take the CWT bosses, those are big boys. They make almost three times what a DC makes, plus they have a whole lot of side deals. That is part of the reason you have all that fuss at CWT.
So, how does a prez deal with this infighting at CWT? By initiating some kind of dialogue?
No, Mafiosi style. some Godfather shyt. Only you get Dona Samia instead of Don Vito.
With a fresh Luca Brasi character in tow to do all her dirty work.
So, she announces appointing them DCs, put them in some Tanzanian Siberia district of her choice, and that way, she solves the personality conflicts at CWT, possibly planting her stooge there.
That is the way it is supposed to work.
Now, for that to work, the CWT bad boys are supposed to be surprised, any prior notice to notify them before the appointment is announced could be met with some bs "udhuru" to excuse themselves from going to Siberia.
So, that is why they are ambushed. Ikulu is strategizing that, once they are announced, they can't turn down a presidential appointment.
Guess what? They turn it down anyway, embarrassing the president in the process.
