Treasury woos shipping lines to new Lamu port with lower fees​

The new Lamu Port will offer incentives to shipping lines docking at the facility ahead of its commissioning in the coming weeks.

The port will receive its first ship on May 20 at berth one with the Treasury saying it will be gazetting the incentives on the tariffs in coming days.

Treasury CS Ukur Yatani and other key stakeholders visited the facility on Thursday last week to inspect the progress ahead of the planned launch.

“Incentives relating to fees and charges for using and clearing goods at the port as requested by stakeholders will be gazetted for at least a period of one year, in the next few days, to promote usage of the port by the business and logistics sectors,” said Treasury in a statement.

Lamu will handle bigger ships compared to the ones that call at the shallower Kilindini harbour at the port of Mombasa.

The new facility will be instrumental in handling transshipment vessels with the small ships expected to ferry the containers to the last destination.

Some of the cargo landing at the port of Lamu will be destined to a number of Indian Ocean islands such as Reunion and Seychelles.

The port is a key part of the wider Lamu Port South Sudan-Ethiopia Transport Corridor, which is being implemented at a total cost of Sh2.5 trillion ($24 billion).

Commissioning of the port has been delayed thrice over the past two years on funding shortages and operationalisation of all three berths have been pushed to October this year as authorities seek at least Sh9.5 billion for the purchase of basic equipment to run the berths.

Subsequent phases will be undertaken by the private sector under a PPP framework and eventually result into 23 berths along its 10 kilometres shore length, with the capacity to handle cargo traffic of 23.9 million tonnes by 2030.

Truck drivers have been stranded at the Dar es Salaam port for almost five days now due to delays in clearance at the port.

Speaking to The Citizen online at different intervals the drivers complained of delays in loading and unloading cargoes which makes them stay longer in the queue.

Omary Mambo, one of the drivers, told The Citizen he had been at the port for more than four days sleeping in his cabin making it difficult for them to access services such as toilets.

"If you ask an agent he tells you the port is full of cars…..if you ask his customer also says he uses the forklifts of the port because they are not allowed to bring their own while the port’s lifts are poor and are not effective,” he said.

He added: It is obvious that the monopoly has returned so we ask President Samia to pay close attention given what is going on.

Mambo said due to value of the cargoes that they carry they forced to stay at the port until the day they offload.

“I am here carrying cargo worth More than Sh100 million and I cannot go even home before I offload it.”

Another driver who identified himself as James Juma who is supposed to load cargo meant for the Julius Nyerere Hydropower Station in Rufiji said that back in the days they used to spend a day or two loading cargo.

When the Director General of the Tanzania Ports Authority (TPA), Eric Khamis was asked about the matter, he said he was in a meeting and later his phone went unanswered.

New Hapag-Lloyd East Africa service to arrive in Kenya and Tanzania​

The new Hapag-Lloyd East Africa Service 3 (EAS3) is scheduled to arrive in Kenya and Tanzania next week. The new service will offer excellent connections to Hapag-Lloyd’s global network; Seven 2,800 TEU vessels being deployed in the service.

The new East Africa Service 3 (EAS3) will offer direct weekly sailings between China, South-East Asia, Kenya and Tanzania with very competitive transit times. It will arrive for the first time in Kenya and Tanzania next week enabling our customers to enjoy even better connectivity between Asia and East Africa. In addition, the EAS3 will offer excellent connections to Hapag-Lloyd’s global network via the hub ports of Singapore, Port Kelang and Shanghai. Seven 2,800 TEU vessels will be deployed in the service, including two provided by Hapag-Lloyd.

Hapag-Lloyd entered the Sub-Sahara African market about 13 years ago and has seen steady and significant growth in transported volumes to and from Africa since then. In East Africa, the China Kenya Express Service (CKX) connects Kenya with some of the most important ports in Asia, such as Singapore and Shanghai, while the East Africa Service 2 (EAS2) connects the East African country with the west coast of India and Jebel Ali in Dubai.

In March 2021, Hapag-Lloyd also opened its own new office in Kenya to better serve and be closer to its customers in this thriving economic hub of East Africa. While the main business will be managed from the port city of Mombasa, the company will also have an office in Nairobi, the country’s capital. Hapag-Lloyd also serves landlocked East African countries – such as Uganda, Rwanda, Burundi and South Sudan, with regular inland connections to and from Mombasa. As part of its growth strategy, the shipping company will also endeavour to develop inland connections to Somalia, Southern Ethiopia and Northern Tanzania.

“Hapag-Lloyd has been steadily expanding its business in East Africa in recent years as part of our strategic focus on selected growth markets worldwide,” said Dheeraj Bhatia, Senior Managing Director Region Middle East at Hapag-Lloyd. “Our new EAS3 service will create a new option for our customers and help us to forge even stronger connections between this flourishing region and the rest of the world.”

Hapag-Lloyd has also been strengthening its offerings and presence in West Africa in recent years. For example, in October 2019 the Middle East India Africa Express (MIAX) service has been launched, providing direct and fast connections between Middle East, India, South Africa and key markets in West Africa such as Ghana and Nigeria. In September 2020, a new office was opened in Lagos, Nigeria. And, in mid-March 2021, Hapag-Lloyd has signed a sale and purchase agreement with the Dutch container shipping company NileDutch. The acquisition of NileDutch allows customers to benefit from an even denser network and a much higher frequency of sailings, particularly from and to locations in West and South Africa. Currently, the completion of the transaction is subject to the approval of the responsible antitrust authorities.

Hapag-Lloyd now has five own offices on the continent: in South Africa, Egypt, Ghana, Nigeria and Kenya. In addition, it recently opened a Quality Service Center in Mauritius. The first westbound voyage of the EAS3 will start in Shanghai on 29 April 2021 with an estimated arrival in Mombasa on 23 May 2021. Further vessel and schedule details will be announced as soon as possible.

The port rotation will be: Shanghai - Ningbo - Nansha - Singapore - Port Kelang - Mombasa - Dar Es Salaam - Port Kelang - Singapore - Shanghai.
