I dint say that. I am very certain that they are awaer that Kenya has made some significnt improvements in terms of development, in all its aspects since 2013, and they have certainly highlighted that in their other reports.
However, in these lists....
It appears to me that whoever is the author hasnt been keen to adjust the rankings, in accordance with the actual results from the research findings, even by his own institution.
