This is alternative two which will lead to complete revelation of a person who uploaded the Lwakatare video, http://www.youtube.com/watch?v=dfgeZZhg724 on Youtube apart from metadata technology which retrieves video associated information from video itself and/or Google servers by using standalone tool or some existing/newly developed codes/mechanisms (e.g., https://code.google.com/p/flv4php/).
I hope that the police force is involved in the investigation, they will thus likely subpoena the Youtube legal team to require any technical evidence.
However, I would like to share information provided under Google privacy policy (it's public) with any and all relevant parties.
My position to share this information assumes a "good cyber citizenship". The purpose is to expose the secret behind Lwakatare video, an incidence that has been so devastating among the Tanzanians community, in search for justice!
Youtube legal team can share (according to Google public privacy policy) private/personal information with companies, organizations or individuals outside of Google if it has a good-faith belief that the video being displayed has legal ramifications and reasonably necessary for legal procedures. Here is a quick link, YouTube about the multiple ways to contact the Youtube team.
Google technology has tremendously advanced to the extent that Google can now work on cloud, including remotely accessing data from devices and retrieving or wiping them if the device is stolen or lost.
When you connect your device to the internet for the purpose of exchanging information with Google, you sync your device with Google servers. In this and other many ways, Google collects personal information including individual practices over internet network. Google does this to know how to improve its services to its users and for other many reasons as well, but this information remains private unless Google has a belief that it's necessary for legal actions.
Google through its privacy policy explains multiple ways it uses to collect information from individuals including but not limited to: information you give them, information they get from your use of their services, information from your device, log information (server logs), IP address information, location information, unique application numbers, information given by your local storage, information given by cookies, pixel tags and anonymous identifiers; information you share with others over networked internet, for example, facebook, Linkedln, Google+, twitter and JF; information you share with others through email exchanges, information tailored through your mobile operator and/or ISP provider, and information you provide through specific products practices, including but not limited to:
Chrome and Chrome Os: Google Chrome
Google Play: Google Books
Google Wallet: Privacy Policy
Google Fiber: https://fiber.google.com/legal/privacy.html
The following link (please make sure you open the link and read through thoroughly) provides detailed explanations by Google on how each of the above mentioned mechanism works.

It is the role of investigators, interested persons or affected community to team up with Youtube legal team for technical assistance.
