Any class with a failure rate more than half has some systemic issues. It's simply against the rules of simple statistics for a class with no systemic issue to have a higher failure rate. Either the admitted are not meeting the requirements or the marking style is impossibly stingy. It is also possible that there is no system at all and everything is arbitrary and decided on the fly with the mistaken academic sado masochism that a higher failure rate represents better education.
