MOSCOW, Russia, September 24, 2010 (Buziness Africa) - The government of Tanzania, acting through the Ministry of Power Industry and Mineral Resources, and Russian-based JSC "Zarubezhstroy" (Borodino Group of Companies) signed an official memorandum on mutual understanding to construct a huge hydro power energy project under the project title "Rumakali" in Tanzania.​

Permanent Secretary at the Ministry of Energy and Minerals, David Jairo said in Dar es Salaam that the ‘Rumakali Hydropower Project' will be implemented in Iringa region for the medium term between 2013 and 2018 under the power master plan, but the investor would be allowed to start production upon completion of the project even before the deadline of 2018.​
Jairo said the Russian company ‘BORODINO' will invest more than $700 million for the construction of water dams and a generation plant. According to the reviewed electricity law, the foreign investors is allowed to produce and sell power to the Tanzania Electricity Supply Company (Tanesco) or later sell its plant to the government.

"We are proud of the Russian energy investment as it will help us meet our daily electricity demand which keeps increasing," he said. Jairo said the current daily energy demand in the country is 897MW, saying Tanesco is able to produce 793MW only and the latest statistics show that the demand for electricity in Dar es Salaam alone has increased to 433MW, Mbeya 28MW and Mwanza 44MW.

He said power from the Rumakali project will also be connected to nearby villagers not connected to the national grid. Jairo said the government is firmly committed to policies that encourage independent power producers, adding that Tanzania is among the best investment destinations since it has created attractive environment for investors.

"Your decision to support the country's energy sector is clear testimony of the commitment you have in Tanzania. It consolidates the cordial relationship between the two countries," Jairo stressed. He reiterated that this year there will be no power shedding since due to the existence of thermal and gas sources of generating electricity.

The hydro energy project "Rumakali" – is the most significant contract for building a hydro electric power station, realization of which would be really important in a strategic way for Tanzania and even for the whole Africa, the sources said.​
"Rumakali" hydro electro station would be the greatest and the most effective for this region: HEP capacity – 222 Megawatt.​
All the steps of "Rumakali" project will be realized by a panel of experts and specialists of transnational company Borodino and its subsidiaries: "Stroyecologia", "Baltic-CGEM-Komplekt", "ACC Engineering", etc.​
In the frames of this project, there would be laid 140km of power lines. At the same time for realization of the project there would be used new Russian technologies and up-to-date equipment and modern knowledge, skills and practices in construction and building.​
For example, a new construction technology planned to be applied which helps to cut down construction and building period. Traditionally hydro electro station contraction and building need 7-10 years. But period of "Rumakali" hydro electro station construction and building planned to last only for 3-5 years.​
Target period would likely be cut down with application of new technology. Now more than 75% of preparatory phase (financial, technical settlements and regulations) are already done.​
On his part, BORODINO General Director, Razmik Tarverdyan, said they have decided to invest in Tanzania because it is one of the richest countries in East African with a lot of potential. Tarverdyan said: "Tanzania has a lot of investment potential, but we have chosen to start with electricity because it is the main source of development."

He said that Russia is interested in working with Tanzania which it considers a friend. Tanesco Communications Manager, Badra Masoud, was quoted in the local media saying efforts have been made to increase power production in the country. She said they also depend on the new 100MW power plant at Ubungo in Dar es Salaam, Tegeta power generators which produce 45MW. She said they expect to launch another power plant in Mwanza which will produce 60MW.

Dar es Salaam. A Chinese firm is currently in discussions with the government on a Sh4.35 trillion ($3 billion) investment venture involving the Mchuchuma coal and Liganga iron-ore mining projects.With these negotiations, Tanzania is poised to clinch its highest priced investment deal to date in the mining sector, a development that is expected to ensure the country of more reliable power production.

Senior executives from Sichuan Hongda Corporation Ltd and top Tanzanian government officials are currently in closed-door meetings to sort out certain issues before a contract is officially signed.

"We expect the discussions will take four days... our aim is to have the contract signed next month in order to pave the way for the actual implementation of the project," the managing director for the government's investment arm - the National Development Corporation (NDC) - Mr Gideon Nassari, said in Dar es Salaam yesterday.

This is the first major mining investment project for Tanzania since the global economy started recovering from the crisis of 2009. The crisis saw the cancellation of a $3.5 billion aluminium-smelting project in Kabanga by the US-based Century Company. The Switzerland-based miner Xstrata Plc also halted plans for a $165 million nickel mining and extraction plant.
If all goes well, the Mchuchuma-Liganga deal will significantly improve Tanzania's investment image.

According to Mr Nassari, the Chinese firm was picked after a rigorous assessment of 48 companies that bid to develop the two projects. He said the bidding process was conducted in a most open manner. It was advertised internationally.

"Sichuan Hongda was picked after a team of experts was satisfied that the firm has the financial and technological muscle as well as enough experience and expertise to implement the project," he told journalists shortly before the negotiations started at the Dar es Salaam International Conference Centre.

Should the discussions end fruitfully, he said, Sichuan Hongda would send its experts to the project sites so that they verify the volume of coal and iron-ore deposits at Mchuchuma and Liganga respectively.

It is expected that the Mchuchuma project may start six months from the contract-signing day while the Liganga project could take a year. This is because the execution of largely dependent on implementation of the Mchuchuma project, since the smelting of iron needs intense heat from coal.

Upon completion, a subsidiary company will be formed in which the government will hold shares with the Sichuan Hongda. The number of shares to be owned by the government will depend on the resources attainable by both sites.

Tanzanian team at the negotiations comprises senior officials from the ministries of Industries, Trade and Marketing; Finance and Economic Affairs; Land and Human Settlements Development and Works.

Others are from Tanzania Electric Supply Company (Tanesco), Attorney General's chambers, the State Mining Corporation and Tanzania Investment Centre.

The Sichuan Hongda Corporation Ltd chairman, Mr Liu Canglong, said his company decided to invest in Tanzania after a thorough follow-up on the two projects for the past six year. The cordial relationship between Tanzania and China, which dates back to the days of Mwalimu Julius Nyerere and Chairman Mao Tse-Tung leaderships, also gave his company the courage to undertake such a massive investment.

"I have made several trips to Tanzania and I'm satisfied with the business climate…I have also been encouraged by the cordial relationship between Tanzania and China over the decades…I'm convinced we'll succeed here," said Mr Canglong who doubles as vice chairman of China-Africa Business Council.

Mchuchuma is estimated to bear 540 million tonnes of coal deposits, which is enough to produce 600MW of electricity for a period of over 100 years. The 600MW will add new vigour to investment in other sectors in a country that is notorious for chronic power rationing, largely due over dependence on hydro sources.

Currently, the Tanzania Electric Supply Company (Tanesco) has an installed capacity of 561 MW from its six hydro-plants of Kidatu, Kihansi, Mtera, Pangani, Hale and Nyumba ya Mungu.

The state-owned power utility firm also buys electricity from independent power producers, which have an installed capacity of 282 MW.

Despite the diversification attempts, the country has found itself in recurrent power shedding due to a host of factors, including breakdown of turbines or transmission lines as well as prolonged droughts.

Zaidi ya hayo ni kuchimba na kuzalisha Chuma, kwa hili Tanzania inakuwa nchi ya kwanza Afrika Mashariki.

Sasa wakubwa! tuweze kutofautisha kati ya COAL na HYDRO. Coal Power Generation ni uzalishaji wa umeme kwa kutumia makaa ya mawe i.e. mashine za kuzalisha umeme zinaendeshwa/zinasukumwa kwa makaa ya mawe (kiwira ni mfano wa hili), wakati Hydro power generation ni uzalishaji wa umeme kwa kutumia maji i.e. mashine za kuzalisha umeme zinasukumwa kwa maji yanayodondoka toka ktk kina/height kubwa.

Kumbuka kuwa mikataba ya Kimataifa si Serikali pekee inayoweza kuamua iwe siri au isiwe siri, ukishasema mkataba ina maana ni wewe na mwingine au wengine mnaokubaliana katika huo mkataba, kwa hiyo inawezekana kabisa wewe usitake iwe siri lakini kwa sababu za kibiashara na ushindani wale unaotiliana nao mkataba wakataka iwe ni siri, hapo unakuwa huwezi tena ukalazimisha, kwani makampuni mengi ya kibiashara huwa hawapendi mikataba yao ikawa bayana.
