there is nothing new in your argument, we know we have a problem with distribution of food. ie we have a surplus in the southern part of kenya while having a deficit in the northern. Problem is roads, we know that. what about your malnourished country where black tea and cassava is all that people eat the whole day? I know because I have worked and lived in Tanzania. In zanzibar people buy half a Kg of meat and eat like 8 people. In Tanga it is worse even meat and milk is a luxury.
