Muthaura back as Uhuru appoints 26 heads of Parastatals

First off, Muthaura's apointment is not tribal, he is not a Kikuyu but a Meru, actually Merus are linguistically closer to Kisiis than Kikuyus, so stop lying to Tanzanians here. Secondly, LAPPSET is one major project you can't trust on a young, inexperienced and unpatriotic man/woman.
There are young men and women who are bent to steal from public coffers. Why Muthaura? Lappset is Uhurus's and Ruto's Legacy. This was the dilemma they were in - if they do not get the foundation right, the whole process will be lost. Muthaura is to the largest extent rich in wisdom, experience and qualifications. He is the engineer of the working public service sector and he knows how stuff goes wrong. Moreover he is known to be a performer and a no nonsense man. His achievements have not been printed on walls but if you care, read http://www.muthaura.co.ke/profile.html- he is one white haired sharp man. Those who think he is unfit, you are kidding. In Mariene he is known to take walks home with his age-mates and he walks pretty fast. Apart from the pacemaker in his heart, his brain remains brilliant. Top of his achievements: Inception of LAPPSET, IGAD CONCEPTUALIZATION, AMBASSADOR EU, EU ACP NEGOTIATION, AMBASSADOR UN, MEMBERSHIP UN SECURITY COUNCIL, UN CHARTER REVIEW, SECRETARY GENERAL EAC, REFORM WATER SECTOR, TELECOM SECTOR REFORMS, INSTITUTIONALIZATION OF NEMA, ECONOMIC RECOVERY, ECONOMIC & SOCIAL COUNCIL CONCEPTUALIZATION, TOP UN AWARD, VISION 2030, STABILIZATION OF COUNTRY & GROWTH

Tell me one Kenyan who thinks that he is not qualified to run the trillion KSH project - he will set the best foundation for it and yes, he will not steal a cent!

The man is old and should be retired to pave way for more youthful Kenyans who are up and coming. If he is that dynamic why doesn't the private sector scoop him up? Stop lying to people and try to sugar coat a blunder that is being propagated by Jubilee who promised the youth jobs yet they are busy recycling these WWI relics. Have faith in yourself and the millions of young Kenyans who see this as an insult to their ambitions. Kenya is built by Kenyans and not individuals...check your history.

In your warped reasoning you think this is about linguistic proximity yada yada!..if the Kisiis are
close to the Meru why were they not included in GEMA?..stop spinning stuff that you cannot spin over here. Kikuyu's and Merus are as close as the thumb is from the 1st finger. That hogwash about trying to bring Kisiis into this debate is illogical as it is laughable.

Why don't you print out the whole list instead of picking out Kikuyus and a few Kalenjins, this proves you're some Luo yet to move on. Man relax, the Jubilee manifesto is coming out alive and the JF Tanzanians you're trying to seek sympathy from will not vote for your Raila come 2017.

Read kijana...read and stop embarassing yourself. The list you quoted is the commitee that was put up to oversee the repatriation of Somalis...you didnt see that?..Jeez!

The list of the 26 names has been posted by
Dhuks...that you didnt see?

...Jubilee manifesto?..What the heck is that judging from the days they have been in office?...bickering and rivalry everyday as one part of the coalition is shafted left righ and center. You gotta give it to the MKM for being so callous in their approach and reneging on promises. Sample this:

Kenya: Bombarded from all sides, President Uhuru Kenyatta and Deputy President William Ruto moved to appease their restless friends by filling vacant public offices even as the rivalry in the Presidency intensified over parallel centres of power that make it difficult for Jubilee government to deliver on its pledges.

However, the Coalition for Reforms and Democracy (CORD) says the fault lines that have emerged in the government is an admission that Jubilee leaders were not prepared for power. The differences are centred on the mega money contracts conceived during Kibaki's reign that have generated intense tendering rivalry

Finally where does Raila come in in this conversation? Your obsession with Raila will haunt you to your grave for crying out loud!..eti Raila in 2017? Who told you that story?
By the way I'm not a luo, never was one and never will be one. Keep your tribal lenses to yourself. Not everybody opposing this establishment is a luo...Jeeez!!!

While others have moved on, you are stuck to what would have been.
Its common knowledge that to the winner belongs the spoils and if you expected ODM loyalists to be rewarded by Uhuru its not gonna happen. Mwalimu Dida was running against Uhuru and now he is one of the beneficiaries of the jobs that you are complaining about, last time i checked Ruto was saying that they are creating a position to accommodate Raila but the foot soldiers are busy poisoning each other.
Some columnists do have the extra drive to look at things critically before making such a wanton dismissal and the links below attest to that
Hands Off Muthaura, He Deserves The Job | The Star
and
Muthaura is eminently qualified for the position he has been appointed to
Having said that, the side list that you provided if true deserves condemnation

Dhuks,

this is not about ODM or CORD but about the youthful Kenyans who are unemployed. I think we agree on that one boss.

What don't you get?..you seem to have your own agenda with big words and I will let you be....:hand:

Nothing personal Dr, the two statements were just a din to me.

I couldn't be you, hopefully you can try be me!

First off, only a Luo would be forming in the mouth while opposing this administration the way you doing. You seem so obsessed crazily. The only people who never moved on. Now, I did read earlier and understood your list very well, committee that was put up to oversee the repatriation of Somalis and asked you to print out the whole list instead of picking out the Kikuyu and a few Kalenjin names only, that's evil and you know it. You guys are behaving like a pack of hyenas waiting for every opportunity to destabilize the country, spreading all manners of propaganda and lies. Not an ounce of patriotism can be found in you.

Truth be told i was uncomfortable with muthaura's appointment based on his age and the fact that he had retired with kibaki, however i am not one person to call a list of 26 persons hogwash because i dont agree on four or five names.
That analytical piece i posted from Jaindi Kisero(i respect the fact he is always balanced) showed me an aspect i had not considered and Raila seems to be reading from the same script
Dr Job appreciate that it cannot be all youth, even kibaki never had an entirely old lineup

lawmaina78, i will correct you as you are relating the ameru to the kisii as cousins, which is factual but, positionally the ameru lifestyle, culturally, politically economically coincides with the GEMAS. we see no problem with an old person taking the position, but that is not one of the govt promises by recycling appointments, which is debatle, given that he was in the kibaki regime heading the civil service where the culture of corruption took root and was rampant and continues to ail the economy. his reputation within govt is controversial and will take any chance available to build his reputation.

why muthaura alone? even within gema there are very many qualified men and women that have integrity, who could have easily filled in that position. as for Dr,Job it is naive to believe that any government will fuflil on their promises, that is a language normally used during campaigns.

Corruption has been and is still the endemic that the whole world has been grappling with, was there during Kibaki-Raila regime and is still here during Uhuruto tenure. You can't block everybody who served the previous regime simply because it was rife with corruption, but you can vet individuals and filter out anybody who found to have been involved. Muthaura was never mentioned on any.
Now to answer your question, why Muthaura, quoting Kisero "A Lapsset-type project is bound to create tensions as it involves implementing multiple subsidiary projects across several ministries.
If you don't introduce a strong co-ordinating hand to navigate the multiple projects through the maze of bureaucracy and constant in-fighting in the civil service, you will get nowhere."
Mr. Francis Muthaura has been one of the strongest champions of the LAPPSET project since its inception.
The passionate manner in which he approached some interventions to ensure the grand idea of opening a second transport corridor was not stillborn."

Finally, like I mentioned earlier, he has a brilliant past and still very strong, top of his achievements: Inception of LAPPSET, IGAD CONCEPTUALIZATION, AMBASSADOR EU, EU ACP NEGOTIATION, AMBASSADOR UN, MEMBERSHIP UN SECURITY COUNCIL, UN CHARTER REVIEW, SECRETARY GENERAL EAC, REFORM WATER SECTOR, TELECOM SECTOR REFORMS, INSTITUTIONALIZATION OF NEMA, ECONOMIC RECOVERY, ECONOMIC & SOCIAL COUNCIL CONCEPTUALIZATION, TOP UN AWARD, VISION 2030, STABILIZATION OF COUNTRY & GROWTH

childish point of view, kila kitu mkiboronga lazima mumtaje mzee wa watu Raila, dont you have some manners, hamjafundishwa kwenu nyie kuwa heshimu wazee nyie wakikuyu?

UHURU KENYATTA REVOKES ABDUBA DIDA'S APPOINTMENT

NAIROBI, KENYA: President Uhuru Kenyatta's administration has surprisingly revoked the appointment of Abduba Dida as the chairman of the Constituency Development Fund.

The President's appointment of his challenger in the last presidential elections had drawn a lot of interest from Kenyans, with some lauding it and others opposing. In a Gazette notice dated January 3, the Jubilee administration rewarded former Malindi Town MP Lucas Maitha – a political loser in the March 2013 elections – who becomes the chairman of National Standards Council of the Kenya Bureau of Standards (KEBS).

"It is notified for the information of the general public that Gazette Notice No. 15728 of 2013, issued under Section 5(4) of the Constituency Development Fund Act, stands revoked," the notice, signed by Cabinet Secretary Anne Waiguru, reads.

MPs had reacted angrily to Uhuru's appointment of Mr Dida, saying he had violated the law in the appointment.

Under the CDF Act 2013, only the Cabinet Secretary for matters dealing with CDF (Devolution in this case) has powers to appoint a chair of the board from among members who have been vetted by Parliament.

The revocation will likely give Jennifer Barasa an opportunity to continue serving given that her term had not elapsed.

This is the second time that the Jubilee administration has been forced to withdraw an appointment owing to public pressure.

POLITICAL LOSERS

Last year, the Head of State was forced to de-gazette former Naivasha MP John Mututho as chairman of Nacada as the appointment was unprocedural.
Mututho later got the job after vetting by Parliament.

Maitha – an ally of Deputy President William Ruto – will serve for three years beginning January 10. Maitha has in the past served as the chairman of the Betting Control Board.

In the same Gazette notice, Industrialisation Cabinet Secretary Adan Mohamed picked Albert Mwilitsa as chairman of the National Standards Tribunal, thereby revoking that of Aggrey Shitsama Ambwenga Shikanga.

And Environment Cabinet Secretary Judy Wakhungu appointed Tsuma Murabu Chaka as the chairman of the Coast Water Service Board for a five-month period, replacing Antony Charo Mrima.

Education, Science and Technology Cabinet Secretary Jacob Kaimenyi appointed David Murithi Kirugua as the chairperson of the selection panel for appointments to the Technical and Vocational Education and Training Board.

Also appointed members of the panel are Simon K. Rotich, Stanley Waithaka, Gilda Odera and Mutheu Kasanga.

Sources in the Jubilee government indicated that more appointments were in the offing before the end of this month.
