Mwakyembe pogoes to debase fellow lawyers as callow demagogues during the fateful constitutional debacle but most of his roadside bombshells tell us more about himself than his intended victims. He holds no grudge barred when he contemptuously criticized lawyers behind the anti-CCM constitutional draft which the CCM aligned parliament ratified few days.
Some of those lawyers had painstakingly sought refuge in Mwakyembe's teaching career but the former don sidestepped and upended even his earlier beliefs just to cement his political career within CCM high table in a desperate attempt to salvage whatever is left of his political career…It all boils down to one thing: serving his own bloated belly and nothing more.
For beginners, Mwakyembe's rise to the acme of our political spectrum owe more to his ability to intimidate weaklings within the top echelons of CCM power corridors when camouflaging himself as the official graft slayer, he successfully led to the downfall of the then Prime Minister Edward Lowassa. Where Lowassa's downfall was inevitable, but the immediate ascension of Mwakyembe thereafter sounded like…"Kufa kufaana" knowing Mwakyembe wholly and gleefully benefited from political grief of Lowassa & Co who were dumped in a CCM carefully harnessed unwritten policy of "use and dump." As far as CCM is concerned, all politicians are mere degradable and recyclable to the chagrin of those who perceived themselves as the "untouchables".
We all know that having a new premier from his homeland one Pinda certainly helped to Mwakyembe's rise to power but CCM long established politics of quashing dissent through rewarding it with plum jobs in the government was more cognizant there.
During the political earthquakes of G-55 its top gun Njelu Kasaka was placated during the Mwinyi regime with a deputy ministerial docket as CCM went on to paper cracks which emerged from that fallout. Both Mwakyembe and Kasaka were beneficiaries of a well-entrenched tradition within CCM to reward not only complacency against graft but far more important conformity towards it.
With this background, Mwakyembe is no official graft slayer but he is its ardent apologist. Mwakyembe would like to parade himself as a beacon of adherence to ethical good conduct but the truth ought to be lauded that he is only a hypocrite as his record in his short yet intrigue laden ministerial career amply demonstrates.
Under the tutelage of another graft munching Magufuli, Mwakyembe went A.W.O.L as road fund failed to resolve pertinent issues concerning per kilometer costs which continue to escalate with no deterrence in sight! Behind all this, more extraction of taxes is burdened upon us, while the benefits are too minute to write home about.
Efforts of reforming TANROADS have been stalled because both Magufuli and his understudy Mwakyembe had no incentive to reverse the gears to the detriment of CCM mandarins whose legitimacy to power flows from a decadent culture that now seems tolerable almost in all spheres of our lives! Mwakyembe did nothing to reassure his doubters that he held "social change" credentials he has been busier brandishing all over his career.
Because Mwakyembe was not a "status-quo ante" game-changer but its sworn defender, CCM blithely promoted him to the full Ministerial docket of Transportation where his contribution has been cagey and mostly inconspicuous. Utmost Mwakyembe has packed his minions into all vacant senior positions in his ministerial watch regardless of the necessity of transparency, competition and observance of the rule of law.
Mwakyembe's acolytes at THA have miserably brought him down in almost every way: Cases of depravity continue to be reported almost on daily basis at THA, and Mwakyembe has been long on firefighting rather than addressing medium and long term issues relevant in restoration of the rule of law there. Mwakyembe's dramatic comparison with Augustine Mrema of early 1990's under Mwinyi administration where he was a "jack of all trade and a master of none" seems not farfetched. Mwakyembe is a minister of security, internal affairs and transportation all rolled in one!
To his credit, Mwakyembe begun a Dar railway project to ease transportation nightmares in Dar but lacking a careful worked out plan of an independent railways system not in conflict with the notoriously congested road system has almost dwarfed the sheer size, effectiveness and efficiencies of his early vision and now comes a foreign intervention which is in all likelihood doom and claim another political flaggingly Mwakyembe career in a process.
In Richmond/Dowans scams we learnt that it was an offshoot of political intrigues that were designed and aimed to balloon the leaking pockets of well-placed politicians. The government through Tanesco assented to that collaboration without appraisals of resources and track-records of the companies outsourced. The final product was poorly delivered services at exorbitant prices which we continue to pay through the nose today while offloading and spreading the costs of those foolish decisions upon the unsuspecting populace hiking the costs of living to the sky in the process!
Unfortunately, the Diesel Multiple Units (DMU) project which Mwakyembe has applauded for its commitment to resolve transportation bottlenecks between Nyerere airport to Dar Business center runs into the same logistical, biased assessments and political intrigues of Richmond/Dowans fiascoes. Where the investor's record on railway business remains opaque but what we already know is that the $35mill envisaged have not been verified and over-invoicing the project costs to justify a higher compensation scheme cannot and should not be treated lightly. Who is a real financier is not clear in particular whether the investor is using his own money or is using our government as a guarantor to secure funds whose ultimate use is solely at his own discretion remains arcane, and lack of transparency dogged Richmond/Dowans until it was too late, and so is this project!
As much as, I would love to see Dar road system congestion is realistically alleviated but I keep wondering are we not putting the cart before the horse? Mwakyembe's emphasis is on "mabehewa" while what we really need is new railway infrastructure which is wholly independent from interference of our dilapidated and overly congested road networks.
The "mabasi yaendayo kasi" project is clearly a wrong therapy because the same overloaded road network is targeted to even slow further the pace on Morogoro road and I keep wondering for how long our impatient motorists will play ball before they rebel and flood those meandering narrow tracks earmarked for those buses.
If my premonitions avail, then Mwakyembe just like his nemesis Lowassa & Co. may soon be shown the CCM exit door permitting official graft claiming yet another victim.
