Mobutu was to attend and witness the signing of the Arusha Peace Accords, but changed his mind because he was informed of the assassination plot against some top government figures. He warned Habyarimana of the assasination plot and decided not to attend the Arusha Peace Accords.

Being unbearably naive, Habyarimana confidently believed that Tanzania and Nyerere was going to protect him. This was his own undoing.
