What kind of weight resistance exercises do you specifically do? Bench press? Squats? Lat pull downs?
Why do you lift light weights? How many times do you lift?
And what source of proteins do you eat? Steak? Chicken? Egg whites?

It looks like you have plateaued and you need to change your whole regimen.
I suggest you start doing compound exercises and don't be afraid to go heavy. Going heavy is key to building mass.
Go heavy, push yourself harder, eat right, get enough rest and slowly you'll start seeing the changes.
Remember to utilize the 'muscle confusion' technique. Also, start drinking protein shakes if you can get them where you are.
