But Mr. James Mbatia has already declared that he will initiate a legal action to prevent the Parliament from taking any further action while the procedure adopted by Job Ndugai in resignation doesn't conform with the procedures provided by the Constitution.Very true, legally speaking he has not resigned but nobody cares because nobody will question this in a court of law. So in this case de facto has become de jure
However, I have seen some people arguing that there's no clear procedures depicted under our Constitution so what Mr. Job Ndugai did is right.
