We are relieved Biswalo is gone but firing [emoji91] him would have been more pleasant in our eyesight. Looks more of Poetic justice to him than to us. Reminds us more of a former notorious DPP who was appointed to be a judge and he went on to amass even more bribes till he retired.
We keep his name under wraps for a simple reason he is deceased after succumbing to a freak car accident somewhere along Morogoro Road.
We are deeply apprehensive to see Biswalo will echo those pain inflicting foot steps because as DPP we know his murky record.
She could have appointed him as an ambassador and she has a couple of slots to fill in such a law transgressor but she chose not to! That could have been understandably a soft landing decision and let God deal with him at a time of His choosing. We believe God will rebuke him for all the injustices he had inflicted to his hapless victims in wrongful criminal indictments...
Insensitivity to the rule of law and good governance is her Achilles Heel.
We are very disappointed [emoji20] witnessing in horror Biswalo will sit as a judge after years of unleashing false prosecutions and extortion of his victims brandishing perpetual remands without bail as his four ace cards...in what circumstances can this justice hater be a member of the bench?
Our sister is receiving plenty of rubbish advice but she must never forget the buck stops with her..
She may do well to memorize and recite daily what Nyerere said..."kiongozi anayefanyia kazi ushauri wa kijinga basi na yeye ni......" malizia basi.
More appointment of justices of court of appeal never expedite hearing and determination of cases there because all justices are situated in Dar-es-Salaam while in the regions those justices go there like tourists thrice a year....even if she appoints 100 justices of the Court of Appeal but if they are not permanently allocated to the regions those appointments are vanities. Chief Justice loves more canoodling with politicians than tackling matters behind delayed justice. He would rather accept silly invitation of swearing in ceremonies at State House rather than solving courtroom inertia to smooth administration of justice.
We keep wondering why the court of appeal has no permanent zones in Pemba, Unguja, Mbeya, Mtwara, Mwanza, Kigoma, Arusha and Dodoma. If you assign at least three justices in each of these zones you will have at least 24 justices scattered everywhere. If those already in a payroll are unwilling to be transferred in the regions hire 30 more justices and assign them in those eight zones to expedite hearing of backlog cases...sadly, backlog of cases will never end until judicial graft is nailed in the cross...most of appeals is an upshot of intentionally wrongly decided cases and the culprits are never apprehended to face the music [emoji445]...until there is a direct correlation between intentionally wrongly decided cases and employment of the offenders from the Bench backlog cases are here to stay and no amount of new judicial appointments will attenuate the reduction of backlog cases we are very much concerned...
From lodging of cases to a hearing a maximum period of ninety days ought to be imposed in all cases with delivery of decisions within another ninety days after case hearing...we need a legislation for this or case backlogs will be talked about in tearooms but nothing is done to fix the problem afflicting the delivery of justice in TZ...justice delayed is certainly justice denied.
