New wage system nabs 34,645 'ghost workers'

The introduction of the human capital management information system (HCMIS) has tremendously reduced the wage arrears problems that had become a chronic disease to public servants mostly contributed by the delay of salaries to new employees and those who have been promoted.

Addressing a section of reporters on Monday in Dar es Salaam the acting head communication unit in President’s Office Public Service Management Florence Lawrence said the system had helped the government to well manage wages of public servants.

He said the system of HCMIS that was designed by LAWSON software and the WEB technology and internet enables employers to send the public service information direct or wages information of public servants of related organisation.

It also facilitates payments of wages and other benefits to civil servants soon after they are employed or after being promoted,” said Lawrence.

He added: “ministries, independent departments, government agencies, regional secretariats, local government authorities which get 100 percent of subsidies from the Treasury are ought to use the system to oversee human resources and wages.”

Since its establishment in April 2010, the government has managed to detect and removed about 34,645 public servants from the payroll between 2010 and June 30, 2013 due to various reasons.

Commenting on the improvement of the system he said they are taking different measures to update the system such as request for a mini-budget that could be used to train leaders, servants and experts in the new segments of system which is being designed.

In combating network problems in the local government authorities he said they have begun connecting HCMIS in the authorities’ infrastructures of communication which are used to pass IFMIS.

HCMIS is a system which collects, analyses, stock and present various information of civil servants on service issues and wages.

The system was established in April 2010 with the aim of administering human resources and wages for public servants in making sure servants are enrolled in the payroll timely, the position and wages of servants are changed soon after his promotion in order to avoid huge arrears of servants’ wages, servants are removed in the payroll timely and also the government hold accurate information of servants and utilize them in resources and wages plans.

Before the system many information of servants got lost and caused more disturbances to servants. There was a delay of posting of new servants in the payroll.

The system of HCMIS if it is used effectively it would improve the management of 51.7 percent of national budget from internal sources which are the wages of public servants.
