Tz is using a better mix of internal funds for its projects as well as foreign loans.
On top of that all of its projects employ 90% locals unlike kenya.
Its bat shit crazy to think that a sub saharan country can use its own funds in mega projects..No one can, and JPM has also clearly said so, its not a secret that TZ borrows and will continue to borrow but its funding mix positively impacts the cost and longterm viability of the projects

Tanzania allocated $5bn and borrowed $4bn meaning atleast $1bn is from internal sources..On top of that JPM has been raising cheap loans to payoff some expensive loans acquired during the kikwete regime..So not all the $4bn loaned goes to projects.
The key here is Right "Mix" of foreign and local funds
