CHICAGO – President-elect Barack Obama said Saturday he wants to revive the economy through a job-creating public works plan on a scale unseen since the building program of the interstate highway system in the 1950s.

He offered no price estimate for the grand plan, how the money might be divided or the effect on the country's financial health at a time of burgeoning deficits.

The ideas were outlined in the weekly radio address the day after the government reported that employers cut 533,000 jobs in November, the most in 34 years. They are part of a vision for a massive economy recovery plan Obama wants Congress to pass and have waiting on his desk when he takes office Jan. 20.

The president-elect's address never once used the word "spend," relying instead on "invest" or "investments," and pledging wise stewardship of taxpayer money in upgrading roads and schools, and making public buildings more energy-efficient.

"We won't just throw money at the problem," Obama said. "We'll measure progress by the reforms we make and the results we achieve - by the jobs we create, by the energy we save, by whether America is more competitive in the world."

Obama said his plan would employ millions of people by "making the single largest new investment in our national infrastructure since the creation of the federal highway system in the 1950s." He said state officials would lose the federal dollars if they did not quickly use the money to repair highways and bridges.

According to the Federal Highway Administration, a 1991 final estimate of the cost of the interstate system put it at $128.9 billion, with a federal share of $114.3 billion. The estimate covered only the mileage (42,795 miles) built under the interstate construction program. Construction of the system began in 1956 under President Dwight Eisenhower.

More than 5,000 highway projects are ready to go today, state transportation officials say, if Congress will pony up $64.3 billion as part of an economic aid plan. The American Association of State Highway and Transportation Officials, which compiled the list, said the projects would provide jobs and help reduce a backlog of crumbling roads and bridges.

A bipartisan group of governors recently met with Obama to press for some $136 billion in infrastructure projects in addition to money for health care costs.

Several governors welcomed Obama's economic plan.

Virginia Gov. Tim Kaine said the state had more than a billion dollars in "ready-to-go" projects that have been planned for and can be under contract within 180 days. "His plan will put people to work and give the economy a critically important boost," Kaine said in a written statement.

In a joint statement, New York Mayor Michael Bloomberg, Pennsylvania Gov. Ed Rendell and California Gov. Arnold Schwarzenegger said it would help the U.S. stay ahead of other countries. "To stay competitive globally, the time to repair and modernize our nation's infrastructure is now," they said.

In the address, Obama also said he wants to install energy-saving light bulbs and replace old heating systems in federal buildings to cut costs and create jobs.

School buildings would get an upgrade, too. "Because to help our children compete in a 21st century economy, we need to send them to 21st century schools," Obama said.

As a part of the package, Obama said he wants to expand broadband Internet access in communities. "Here, in the country that invented the Internet, every child should have the chance to get online," he said.

Hospitals also should be connected to each through the Internet. He said he wanted to ensure the facilities were using the latest technology and electronic medical records.

Obama planned to announce more details of the economic recovery plan in the coming weeks.

Obama family prepares to jet out for his inauguration

A new wave of excitement has gripped Kogelo village in Siaya District as relatives of the US President-elect Barack Obama prepare to fly to America for his historic inauguration as America’s 44th President.

Kogelo is alive once more, two months after the exhilaration that greeted his election as America’s first black president and the just concluded Christmas and New Year festivities.

The President-elect’s grandmother, Sarah Obama, is set to lead the delegation to US and was in Nairobi just before Christmas. Sources say the US embassy has already given her a travel visa.

Initial reports that Prime Minister Raila Odinga would lead the Kenyan delegation were refuted by an official in the PM’s office. He said Raila would travel to the US in February.

The Standard On Saturday learnt that the team comprising the president–elect’s relatives in Kenya will travel 10 days before the historic ceremony on 20th this month. Reports that Obama had personally paid for the airfare could not be confirmed.

The president-elect’s half-brother, Malik, said yesterday he would be part of the team that will jet to the US. "Of course I will be there but I will give you more details later," he said from Siaya town. Malik said the Obama family in Kenya is eager to see him being installed as the most powerful man in the world.

Obama’s uncle, Said Obama, said the family was yet to receive air tickets.

Mama Sarah could not be reached for comment yesterday but a source confirmed she was already preparing for the trip. "There will be a family meeting next week to agree on those who will be travelling. The tentative travel date is January 10," he said.

The cheapest return airfare to Washington DC is $1,441 (Sh110,957), exclusive of taxes. This will not be the first time for Malik, Said, Mama Sarah and Obama’s sister Auma to visit the president-elect in the US.

In 1992, Malik travelled to represent the family when Obama wedded Michelle. The family members were back in the US again in 2005 to celebrate Obama’s inauguration as the Illinois Senator. The Obama family is scattered in Siaya and Karachuonyo.

The Standard on Saturday has established that besides the Obama family, several other prominent personalities, including musicians and politicians, from Nyanza Province were preparing to travel to Washington DC for the big occasion.

Most of those travelling are believed to have received invitation as well as sponsorship from friends living in the US or institutions in that country.

1. Constitution Article II requires USA President to be "natural born citizen".

2. BHO's website admits his dad was Kenyan/British, not American, citizen when BHO was born.

3. BHO is therefore not a "natural born citizen" (irrespective of Hawaiian birth or whether he may be a 14th Amendment "citizen" of USA) - confirmed in the Senate's own McCain qualification resolution (that both parents must be citizens of USA) co-authored by BHO.

4. Supreme Court has already docketed two upcoming conferences, 1/9/09 and 1/16/09 - between dates Congress counts electoral votes (1/8/09) and Presidential inauguration (1/20/09) - to address Berg Case and fashion relief on BHO's eligibility to be President.

5. Since the fact of BHO's dad being Kenyan/British not in dispute, Supreme Court rules on Summary Judgment to enjoin BHO's inauguration as President.

6. Therefore, BHO is not inaugurated as President.

7. Vice President Elect Biden is inaugurated Acting President under the 20th Amendment to serve until new President is determined - the procedure for which determination to be set out by Congress and/or the Supreme Court so long as in conformance with the Constitution.

ANSWER TO ABOVE CHALLENGE

IF, when counting the electoral votes, Congress WERE TO find by 1/8/09 that Obama - not being an Article II "natural born citizen" (father Kenyan/British, not American) - fails to qualify as President, Biden would become the full fledged President under 3 USC 19 (free to pick his own VP such as Hillary) AND THERE WOULD BE NO NEED FOR DEFERRAL TO THE SUPREME COURT to enjoin Obama's inauguration relegating Biden to being merely Acting President under the 20th Amendment until a new President were duly determined.

(The preferable choice, at least for the Democrats, would seem obvious.)

You are confused about the definition of a "natural born citizen" nowhere in the US constitution does it say that both parents have to be US citizens in order for someone to be a natural born citizen.

"Constitution provides the framework for the law, but it is the law that fills in the gaps......"

Currently, Title 8 of the U.S. Code fills in those gaps. Section 1401 defines the following as people who are "citizens of the United States at birth:"

* Anyone born inside the United States * Obama falls in here!!

* Any one born outside the United States, both of whose parents are citizens of the U.S., as long as one parent has lived in the U.S.

Anyone falling into these categories is considered natural-born, and is eligible to run for President or Vice President. These provisions allow the children of military families to be considered natural-born, for example.
