those thugs from raping and burnings.

Even supporters like me,,were engendered for simple reason that

Then,,peace,,again in Kenya,,,with him becoming the prime minister.

I loved this one for my crooked thoughts told me,,then,, that
with Raila anywhere in the government,,,he was going
to displace all bad things,,like corruptions and all sins,,,,
in this country and that he was the medicine or,,the
Kenyan first black messiah,,to take,,to Canaan.

Never,,we were disappointed,,,the first and very wrong move,,,
that,,,he approved of a large government ,,for it was time to repay,,,

Nairobi, Kenya: Former Vice President Kalonzo Musyoka faced a similar fate to that of former Prime Minister Raila Odinga on Saturday night as he flew out of the country.Kalonzo was asked by airport staff to follow the normal procedure and be frisked but his aides acted on time to safe him the embarrassment. However his luggage was screened as staff became adamant on checking the contents of the bags.

The aides spoke to the Emirates Airline officials who gave him an express pass that allows one to access its lounge without passing through the metal detectors and other travel clearance procedure.

“He (Kalonzo) arrived at 9pm and was directed to follow the normal procedures but we spoke to Emirates who gave us an express pass for his usage. He was later ushered to the Emirates first class lounge to wait for his flight which was due at 10.50pm,” the aide said.

Kalonzo was headed to China where he will attend a Forum for Chinese Entrepreneurs and he will be in Beijing for four days, one day in Hong Kong before spending a night in Dubai. He is expected back in Kenya by Saturday.

Ironically, as he landed in Dubai, Kalonzo was accorded a VIP reception as he waited to transit with a similar fate awaiting him in Beijing. Aides who spoke to The Standard on phone from China said that the former VP had landed safely and accorded VIP treatment.

Last week, there was outrage after Jomo Kenyatta International Airport (JKIA) officials barred Raila from accessing VIP Lounge III as he flew to Kisumu on Monday morning and Johannesburg on Tuesday night.

Kenya Airports Authority (KAA) later sent a statement clarifying that Raila and other VIPs have unlimited access to the Government lounge normally reserved for Ambassadors and Government VIPs.

JKIA has three VIP Lounges – the State Pavilion for the President of Kenya and visiting Heads of State, the VIP III Lounge for the Deputy President of Kenya and Retired heads of state, according to KAA.

Leader of Majority Adan Duale consequently apologized on behalf of Government in parliament over the CORD leader’s agony saying the state recognises and will respect Raila Odinga as the country’s former Prime Minister.

The CORD leaders' predicament of being barred from facilities which only three months ago was available to them emanates from a letter written by the Secretary to cabinet Francis Kimemia early last month warning state officers that they will face disciplinary and summary dismissal for nay breach to the memo.Kimemia’s letter, which was curiously copied to Deputy President William Ruto and not President Uhuru Kenyatta, was prompted by a similar incident when Raila was denied entry into VIP lounge at the Moi International Airport, Mombasa.

A letter from Secretary to the Cabinet Francis Kimemia, a copy of which The Standard On Sunday has seen, warns against entry to Airport VIP lounges by unauthorized individuals. The letter is curiously copied to Deputy President William Ruto. Aides of former Prime Minister Raila Odinga have pointed an accusing finger at Kimemia following humiliating episodes at the Jomo Kenyatta International Airport (JKIA), where he was allegedly denied access to the VIP lounge. The letter dated May 9th 2013, which is addressed to Eng Karanja Kibicho, the former Permanent Secretary for Transport, is copied to Ruto, among other recipients.The letter is dated on 9th May and was acted upon (operationalised via an order to the airport manager) by former Police spokesman Eric Kiraithe who now works at Kenya Airports Authority. Now Raila’s aides suspect that Ruto may have had a hand in instructing that Raila be barred from accessing the VIP lounges. In normal practice, the individual listed as first recipient of the letter copy is the originator of the order to whom the author seeks to confirm execution of the same. I have great respect for Hon William Ruto and he should not let his political career be killed by the same people leading Raila onslaught. The decision to bar former Prime Minister Raila Odinga from some government VIP lounges at Kenyan airports was made with the full knowledge of top government officials, it can be revealed.

According to a confidential letter seen by the Nation, Secretary to the Cabinet Francis Kimemia directed the then Permanent Secretary in the Ministry of Transport, Mr Karanja Kibicho, to ensure that nobody accessed the airport apron or VIP lounges except those listed.

Although Mr Odinga was not specifically barred, he was not on the list provided by Mr Kimemia.

“It has come to our notice that unauthorised persons have in the past been allowed to enter into the aprons of our airports. This is contrary to our security procedures including international standards that regulate the sector,” the letter dated May 9, 2013, said in part.

Mr Kimemia listed the President and Deputy President, retired Kenyan presidents, and visiting heads of State and government as the category of VIPs permitted to access the aprons of local airports.

Mr Kimemia also warned airport management against allowing anybody to use the Government VIP lounges unless they were on a list provided by the Ministry of Foreign Affairs.

He threatened “severe disciplinary action including summary dismissal” should any unauthorised persons be allowed on the apron or the VIP lounges.

It was on the strength of that letter that airport staff started barring Mr Odinga from the VIP lounges. The former PM was retired President Kibaki’s co-principal in the Grand Coalition government.

“Please enforce this directive personally and ensure full adherence and compliance,” Mr Kimemia wrote.

The letter was copied to Deputy President William Ruto, Interior Permanent Secretary Mutea Iringo, the Inspector General of Police David Kimaiyo, the chairman of the Kenya Airports Authority Mutuma Mugambi and managing director Stephen Gichuki.

For avoidance of doubt, he said, other authorised retired VIPs who served the government should only be allowed to transit through government lounges in the airports. This means that their convoys should not be allowed to pick them from the aprons.

“It is however reiterated that only those authorised to utilise the VIP government lounges should access them as listed by the Ministry of Foreign Affairs in consultation with this office.”

It was not possible on Sunday to get an official from the Foreign ministry to provide a list of those authorised to use VIP lounges.

When the controversy first broke out after Mr Odinga was blocked from the government VIP facilities, Mr Kimemia’s office denied that it had written a letter giving such a directive.

A statement from his office said that he was not responsible for the VIP lounges at the airports, which were managed by the Foreign ministry.

Last Tuesday, the Kenya Airports Authority (KAA) said that JKIA has three VIP lounges — the State Pavilion for the President and visiting Heads of State, the VIP III Lounge for the Deputy President and retired Heads of State and the Government VIP Lounge for ambassadors and government VIPs.

The previous day it was reported that Mr Odinga and his wife Ida, had on separate occasions been barred from the VIP lounges.

While travelling to South Africa on Tuesday night, Mr Odinga was again blocked from using the VIP Lounge at the JKIA.

Last Tuesday, the Kenya Airports Authority (KAA) said that JKIA has three VIP lounges — the State Pavilion for the President and visiting Heads of State, the VIP III Lounge for the Deputy President and retired Heads of State and the Government VIP Lounge for ambassadors and government VIPs.

The previous day it was reported that Mr Odinga and his wife Ida, had on separate occasions been barred from the VIP lounges.

While travelling to South Africa on Tuesday night, Mr Odinga was again blocked from using the VIP Lounge at the JKIA.
 
The decision to bar former Prime Minister Raila Odinga from some government VIP lounges at Kenyan airports was made with the full knowledge of top government officials, it can be revealed.

According to a confidential letter seen by the Nation, Secretary to the Cabinet Francis Kimemia directed the then Permanent Secretary in the Ministry of Transport, Mr Karanja Kibicho, to ensure that nobody accessed the airport apron or VIP lounges except those listed.

Although Mr Odinga was not specifically barred, he was not on the list provided by Mr Kimemia.

“It has come to our notice that unauthorised persons have in the past been allowed to enter into the aprons of our airports. This is contrary to our security procedures including international standards that regulate the sector,” the letter dated May 9, 2013, said in part.

Mr Kimemia listed the President and Deputy President, retired Kenyan presidents, and visiting heads of State and government as the category of VIPs permitted to access the aprons of local airports.

Mr Kimemia also warned airport management against allowing anybody to use the Government VIP lounges unless they were on a list provided by the Ministry of Foreign Affairs.

He threatened “severe disciplinary action including summary dismissal” should any unauthorised persons be allowed on the apron or the VIP lounges.

It was on the strength of that letter that airport staff started barring Mr Odinga from the VIP lounges. The former PM was retired President Kibaki’s co-principal in the Grand Coalition government.

“Please enforce this directive personally and ensure full adherence and compliance,” Mr Kimemia wrote.

The letter was copied to Deputy President William Ruto, Interior Permanent Secretary Mutea Iringo, the Inspector General of Police David Kimaiyo, the chairman of the Kenya Airports Authority Mutuma Mugambi and managing director Stephen Gichuki.

For avoidance of doubt, he said, other authorised retired VIPs who served the government should only be allowed to transit through government lounges in the airports. This means that their convoys should not be allowed to pick them from the aprons.

“It is however reiterated that only those authorised to utilise the VIP government lounges should access them as listed by the Ministry of Foreign Affairs in consultation with this office.”

It was not possible on Sunday to get an official from the Foreign ministry to provide a list of those authorised to use VIP lounges.

When the controversy first broke out after Mr Odinga was blocked from the government VIP facilities, Mr Kimemia’s office denied that it had written a letter giving such a directive.

After reading today's story in the nation Kimemia letter used to block Raila from airport VIP lounges - Politics - nation.co.ke, I went to wikipedia to get the definition of an airport apron. This is what wikipedia says "The airport apron is the area of an airport where aircraft are parked, unloaded or loaded, refueled, or boarded.[1] Although the use of the apron is covered by regulations, such as lighting on vehicles, it is typically more accessible to users than the runway or taxiway. However, the apron is not usually open to the general public and a license may be required to gain access."
In my understanding of the English language, the letter by the Secretary to the Cabinet Refers to unauthorised persons, meaning people who are licensed to access the apron- not Raila or Kalonzo. My understanding of this is, the two must be recognised as VIPs by the law. Now since they are not in office, to gain access to the apron with their unvetted goons is a security breach. Raila and Kalonzo Musyt learn manners and seek authorisation by the government to be driven to the apron. Reports indicate that RAO wanted his entourage, to access a restricted area,the apron, not the VIP lounges. Apparently, Raila's handlers do not recognize that he is now a aliyekuwa wakati MMoja, Waziri Mkuu wa Kenya, na Mgombeaji Urais aliyeshindwa. In other words, they still recognise Raila as their president. But fail to acknowledge that the Kenyan Law does not recognize him as such.
The bent in Nation's story is to show that the RAO and his former running mate are being humiliated deliberately. Far from it, one of the losses their loss of political office imposed on them is the loss of official priviledges.But it seems like they have to seek authority from the government in power to continue enjoying some of those lost priviledges. In The Kenyan law, there is not such office as VP or former PM. Raila was a PM in a bastard arrangement and when that arrangement ended, his office was also erased from kenya's collective memory and the law. The nation should have sought to establish whether these two have sought authorisation to use such facilities and whether it was granted. If not why. Does this reflect the intellectual quality at NMG?
