Officials panic as Tanzania sways Museveni on SGR

The Government of Uganda represented by the Ministry of Works and Transport has engaged China Harbour Engineering Company Limited (CHEC) to develop the Eastern and Northern routes. The Contract was signed on 30th March 2015 in Beijing China.

The Eastern Route will run from Tororo to Kampala through, Iganga, Jinja. (261km).

The stations on the Eastern route will include Kampala New City, New Station Kampala East, Jinja, Tororo and the substations will include Nagongera, Budumba, Busembatia, Iganga, Magamaga, Bulamagi and Lugazi.

The Northern Route will start from Tororo through Gulu to Nimule (476km) with a spur to Pakwach (117km). The stations on the Northern route will include: Mbale, Kumi, Soroti, Lira and Gulu. The substations will include: Magodes, Manafwa, Kachumbala, Bukedea, Mukura, Okunguro, Achuna, Aloi, Otwal, Patiri, Bwobo, Aparanga, Lolim, Pakwach East Terminal, Atiak and Nimule.

The Government signed a Memorandum of Understanding with CCECC for the Western Route, which will run from Kampala to Mirama Hills through Bihanga and Mbarara with a branch to Kasese, Mpondwe and Hima.

Dangote Cement now delays Kenya entry to 2021

Nigeria’s Dangote Cement has pushed back its entry into Kenya to 2021, having earlier planned to build a cement factory in the local market next year.

The conglomerate, owned by Africa’s richest man Aliko Dangote, did not give the reasons for the change of plans in its latest annual report which disclosed the delayed entry.

Dangote has also reviewed its Kenyan manufacturing plan, noting that it will build two plants instead of one but will maintain the total capacity at three million tonnes of cement per annum.

“Kenya is high on our priorities and we plan to build two plants of 1.5 million tonnes per annum each, near Nairobi and Mombasa, to serve the local market. We hope to be operational in Kenya by 2020/21,” the company said in the report.

Dangote is widely known for using lower pricing to gain market share in new markets and its delayed entry will give some reprieve to existing players in a market that is already witnessing stiff competition.

Kenya’s largest cement manufacturer Bamburi reported a 2.9 per cent sales decline in the year ended December, attributing it to increased competition.

“Group turnover for the year was slightly below 2015 at Sh38 billion on the backdrop of a competitive operating environment,” Bamburi said in a statement.

Ahead of the plants’ construction, Dangote is planning on expanding cement exports to Kenya from its Ethiopian plant.


“Furthermore, we believe there is some potential to export cement from Ethiopia to countries such as Somalia and South Sudan, despite the distances involved. We have also experienced some interest from cement importers in Kenya,” the company said.

The multinational last year announced it had started exporting the commodity to the northern part of Kenya from Ethiopia at a price of about Sh7,500 which is more than 20 per cent cheaper than locally manufactured brands.

Dangote, which plans to topple Bamburi’s parent firm LafargeHolcim as the largest producer of cement in Africa, rides on economies of scale to set lower prices that in turn grows its market share.

Its plant in Ethiopia has an annual production capacity of 2.5 million tonnes.

The Nigerian firm said it gained a 23 per cent market share in Tanzania last year when it completed its factory –with a capacity of three million tonnes per annum — in Mtwara about 400 kilometres from Dar es Salaam.

Cut prices

The company cut prices in Tanzania to rapidly gain market share at the expense of rivals, including Kenyan multinationals with a presence in that market.

Dangote priced its cement in Tanzania at about Sh8,100 per tonne last year, undercutting its competitors by more than 20 per cent.

The company is expected to replicate its lower-pricing strategy in Kenya when it starts local production.

“The rapid success of plants that we have opened beyond Nigeria is testament to our strategy of competing on costs, service and selling higher-quality cement at competitive prices for local needs,” Dangote said in the report.

It already has a licence to prospect for limestone in Kitui and has incorporated two majority-owned subsidiaries to house its local limestone mining and cement production operations.

It has a 90 per cent stake in Dangote Cement Kenya Limited and a similar stake in Dangote Quarries Kenya Limited.

Dangote Cement sold 0.6 million t of cement from its new plant in Mtwara, Tanzania, in 2016 after start-up of production in February last year, gaining a 26% market share in July. However, a reliance on diesel generators for power saw the plant well below break-even for the year.

An agreement with the Tanzanian government over gas pricing will reduce fuel costs this year, as the company switches to cheaper gas-fired generators. Gas will be supplied by the government-owned Tanzania Petroleum Development Co., according to local media reports.

The new gas supply will provide an interim solution to its power needs, while the company constructs a permanent coal-fired power plant at the site. Construction will begin on the plant this year, the company said in its 2016 annual report. The move to coal mirrors a similar transition at the company’s Nigerian cement plants, which were forced to rely on fuel oil for parts of last year as a result of gas shortages.

Local media have reported that the Tanzanian government has offered Dangote land on which to mine its own coal for use at the Mtwara plant. Tanzania currently bans the import of coal and local coal company, Tancoal, is unable to meet current dement.

Dangote will begin mining coal in Nigeria this year, providing fuel security to its plants there, following the completion of the company’s project to switch its plants from coal to gas.

The Mtwara plant is Tanzania’s largest with a capacity of 3 million tpy of cement. In addition to its fuel supply, its location also provides challenges, as it is the furthest of Tanzania’s cement plants from the capital, Dar es Salaam.

In response, the company said it is building a fleet of 600 trucks to underpin distribution to al markets in Tanzania, as well as developing jetty facilities that will allow the shipping of cement to Dar es Salaam, as well as offshore demand centres in the Indian Ocean.

You forget that the sgr is being built for Kenyans and the neighbours will benefit secondarily. Wait until northern tz starts using the Kenyan sgr.
And then Mombasa nrb line is complete. And a dry port is being built in Naivasha. Uganda can collect their goods from there.Watupunguzie uharibufu Wa Barabara kabla central railway kujengwa. Inaanza lini hivi.
Tz will build their central corridor but perhaps you need to complete the refinery, pipeline etc and make enough money from the oil to build the railway. Otherwise your debt levels will spiral out of control. Don't forget both tz and ug are LDC.

I also disapprove many elements of the Jubilee govt but in the presence of Tanzanians you cannot dare to show this kind of treachery....they say don't pour your maize in the midst of chicken....dont air your dirty laundry in the presence of your enemies...whcih brings me to my second point...ur saying that the SGR deal is gone? how did you come to this conclusion? the SGR project can never go...MoUs were signed and if M7 dropped the kenyan SGR then that would be a diplomatic disaster for Uganda and kenya...this can even cause a dispute or war....EAC can die.....it would be seen as betrayal... there is a lot at stake for Uganda if they did this and they won't...besides, Uganda has mmore to gain from economic giant of EA than from tanzania...Mombasa port is more efficient....infrastructure is better.....there is more wealth in kenya for Ugandan companies to tap into...they are not stupid

Ugandans' are somewhat funny, Recently their EALA members were congratulating Kenya's progress at the same time complaining that Kenya is going alone- in negotiations of contracts, which is clearly stupid. I guess they wanted us to have one line where we pay the debt together. Kenyans can never agree to that shit. And if they just wanted us to be present at the table while they negotiate theirs, then I guess we did that. It is them who also made the chinese insist that Kenya commit to building the railway to Malaba, They had started being nice and shit to Tz yet deals had already been done, they even proved that they can pull that shit with the pipeline, and Kenya always a step ahead of course said if they do that, we will terminate ours at Kisumu, build a port, and let the traders decide which route is more efficient. By the way, the port is still being built even if the line goes to Malaba. They also changed their mind on The route to Rwanda, almost loosing us a market (am not sure how it has been handled since) yet our transport department was still nice to this fuckers.

I am surprised how our leaders keep calm or are even nice to the rest of EA nations, except Rwanda they are nice and intelligent.

Uganda agreed to sign the EPA, but Museveni now says they should fucking wait, how long have we waited, we have been discussing the same things for over 15 years, things that can be done for 3 months if we are serious, also if things (in the economic sense have changed) Can you imagine how the EU people are frustrated, not even Kenyans. We get AID, not we You two fuckers get AID, more, free access to the EU market. It is only Kenya, and it is not like we are insanely rich the level of Turkey or any E7 nation, that can suffer incase the EPA is not signed, well in the short term. Do you guys remember the 1985 agreement issue with TZ, The agreement which soon after the new EAC was commissioned Kenya decided not to follow to allow for integration. To allow TZ tour operators an all access to Kenyan facilities. The Kenyan tour operators complained that the agreement be done away with, since it was out dated with the new EAC allowing free movement and all, but well our neighbors always looking for ways to be difficult decided that that wont happen. Soon Kenya also decided to fully implement the Agreement, after consultations with the TZ government,
