Tanzanians rating soar as Kenyans turn into global laughing stock

While Kenyans were listening to self-praise and veiled threats coming out of Nyayo Stadium on 20th Oct, South Sudan President Salva Kiir, Tanzania's President Jakaya Kikwete and South Sudan SPLM faction leader Riek Machar were enjoying Tanganyika tea while holding very useful talks in Arusha.


The fact that both factions agreed to go to Arusha and were hosted by Chama Cha Mapinduzi honchos is a huge indictment on both Uganda and Kenya which share borders with Southern Sudan, and whose leaders are falsely assumed to be regional power brokers. It is worse for Kenya because Machar's faction outrightly rejected Nairobi as host of any talks with Kirr's government because the Jubilee administration showed open bias and was willing to deploy troops in Juba to protect dictator Kirr.


Where Kenya's Kenyatta was not seen as a neutral or fair arbiter, Tanzania's Kikwete was accorded respect, recognition and immediate positive response by both SPLM warring factions. To rub it in, the Sudanese trashed the fact that Pres. Uhuru Kenyatta, is both Chairman of the EAC and Rapporteur of IGAD. The irony here is both leaders transited in Nairobi on their way to Arusha on eve of Kenya's important national day, but none saw it necessary to pay courtesy call at State House. That is how low in murk Kenya's foreign relations have sunk.

Nothing underlines Kenya's low ranking in foreign relations than these South Sudan peace talks. As bad as he was Moi and KANU, represented by CORD's Kalonzo Musyoka gave the world the CPA for the world's longest and bloodiest civil war. At the time of singing the CPA, the Sudanese Government had a full diplomatic mission in Nairobi, where also the SPLM had its headquarters. But Moi still calmed both parties down. Jubilee administration on the other hand is sustaining an untenable war in Somalia, and was, together with Uganda's UPDF, ready to invade another Southern Sudan to protect the interests of an interim president who has developed dictatorial tendencies and has not been in any election.

Jubilee's foreign policy is a far cry from the days of the Grand Coalition Government when the then Prime Minister was freely received and hosted by leaders of G-8 countries and Kenya as a country was on going places in so far as diplomacy was concerned. Then, every Kenyan held their head high as Raila Odinga knocked on the doors of foreign partners for sustainable partnerships. Tourist numbers soared, free primary eduction received support, and South Sudan was in the threshold of admission to EAC.

Today, we are embarrassed yet again as President Kikwete brokers preliminary peace deal that had Kenyans totally confused and running in circles at the behest of the Ugandan dictator. Kikwete even pulled a diplomatic coup that had global leaders around the world look in admiration; as both protagonist conceded and admitted liability to human right abuses in that country. Where does this leave Kenyatta and Museveni?

Yani kuna njitu humu, first respond has to opposed to anything Tanzania does,JF is one place JK is most critiques in TZ, yet no one is blind enough to accept a diplomatic coupe that just happened in Arusha.

Ila kumlinganisha JK na Uhuru ni kumuonea Uhuru, Uhuru sees JK as a mentor, JK alinganishwe na Museveni, seniority wise Museveni should have taken this initiative, Kenyatta is to inexperienced and his reputation has been rocked by ICC case. No one will listen to him in diplomatic circles really.

Barely hours after completing the regional meeting of South Sudan leaders namely President Salvar Kiir and Hon Riek Machar, a high profile CCM party member Hon January Makamba, paid Raila Odinga a courtesy call at his official residence early today!

For the starters,Hon January Yusuf Makamba is the deputy Minister of communication, science & technology,MP for Bumbuli constituency,Tanzania and youth global leader of World Economic forum of 2013 ! Hon Makamba is also Not only a CCM presidential aspirant, But also the potential one to succeed Jakaya kikwete in the upcoming Tanzania elections next year!


Besides giving an updated of the EAC community status, Hon Makamba also came to seek counsel and leadership advice from the African lion Raila Odinga!

Sadly, back 'home', despite being the chairman of both the EAC and the IGGAD, the ICC inductee Uhurukenyatta or whatever his name is has never been able to put the two south Sudan leaders on table,... very sad, NO, very pathetic!

Tanzania meeting advances South Sudan talks

The intervention by Tanzania in the South Sudan peace talks has given fresh impetus to a possible settlement. Diplomatic sources say the Intergovernmental Authority on Development (Igad) mediation team has been grappling with competing interests among its member states that have threatened to stall the talks.

It started when Dr Riek Machar - who has maintained that Igad mediators have not been addressing the root causes of the conflict -reached out to South African President Jacob Zuma in mid-October with the complaint that Kenya, Uganda and Ethiopia had taken sides.


Sources close to the mediations in Ethiopia say President Zuma immediately called Tanzanian president Jakaya Kikwete. President Kikwete held talks with Dr Machar, and then contacted Juba and convened the intra-SPLM dialogue in Arusha funded by the Crisis Management Initiative.


The Arusha meeting, which involved the SPLM in government, SPLM in opposition and SPLM of 10 former detainees and was attended by President Salva Kiir and Dr Machar, agreed, for the first time, that the conflict was as a result of division within the liberation movement. The three factions later signed a roadmap agreement to reunite the party, a move that was outside the Igad mediation process.


The meeting also offered SPLM members an opportunity to share their experiences with the Chama cha Mapinduzi (CCM) party on how to manage liberation movements.


Although the initiative was separate from the Igad process, the Tanzanian leadership updated regional and international partners in the South Sudan peace process. Tanzania does not share a border with South Sudan and is therefore more neutral than Kenya, Uganda and Ethiopia.


Sources close to the talks disclosed that President Kiir is softening his stance on some of the conditions he had put forward, which were seen as stumbling blocks to the peace process.


He had insisted that there would be no peace if he was not the head of state and government in the new arrangement, that the prime minister nominated by the opposition should be acceptable to the president, and that the prime minister should not take part in the next elections.


The new developments led to leaders of Igad partner states - Kenya's President Uhuru Kenyatta, Ethiopian Prime Minster Hailemariam Desalegn, Ugandan Prime Minister Ruhakana Rugunda - and the Igad mediation team convening a mini-summit in Juba on Wednesday.


President Kenyatta and Igad mediators had held consultations with Dr Machar on October 19, and continued consultations on Thursday at State House, Nairobi.


There are hopes of a breakthrough in the outstanding issues at the Igad summit set for next week. The two main outstanding issues are the nature of federal government, and the power structure between the president and the proposed prime minister.


The opposition is proposing further division of the 10 states to create more federal units, but the government side is yet to accept the idea.

"What is remaining is how the two positions are going to share power. We have proposed that the prime minster becomes the head of government, while the president remains head of state with ceremonial powers," said James Gatdet Dak, the spokesperson for Dr Machar.

However, the Juba administration is concerned that SPLM in opposition is trying to render President Kiir powerless, akin to their earlier demand that he should resign after failing to hold the country together. Juba insists that the proposed SPLM convention will decide on the leadership of President Kiir.


When Igad came up with the Agreed Principles on Transitional Arrangements towards Resolution of the Crisis in South Sudan on August 25, Dr Machar refused to sign it, saying that it largely favoured the status quo and failed to address the root causes of the conflict.


Later on, the talks were moved to Bahir Dar - some 300km from Addis Ababa - in what insiders say was a move to reduce costs as well as avoid undue interference by the many vested interests in Addis Ababa.


As a result of direct talks, in late September, the two parties agreed in principle on the broad functions and structure of the transitional government of national unity as well as the federal system of government.


The Juba administration doubts the capacity of the regional body to come up with political settlement. In Arusha, President Kiir accused Igad of failing in the peace process, arguing that the regional body exists only for "record purposes" and not for a solution.

In agreement, Information Minister Michael Makuei argued the government would only return to the talks if Igad provided a clear roadmap with achievable goals.

However, Mr Dak maintained that SPLM in opposition still has faith in Igad, since the mediators had given in to demands to allow the two parties to drive the talks while Igad plays the role of moderator.

Regional Leaders Welcome Progress In South Sudan Peace Process

Leaders from the Horn of Africa region, including Kenya's President Uhuru Kenyatta, met in the South Sudan capital, Juba, Wednesday, in a development which appears to herald a breakthrough in the country's peace process.

JUBA, SOUTH SUDAN, Oct 23 - Kenyatta was also attending the meeting in his dual capacities as the current Chair of the East African Community (EAC) and as the Inter-Governmental Authority on Development (IGAD) Horn of Agrica grouping's rapporteur for the resolution of the conflict.

Kenyatta, along with Ethiopian Prime Minister Hailemariam Desalegn and Ugandan Prime Minister Ruhakana Rugunda were briefed by the host, President Salva Kiir, on the progress of the peace talks.

The IGAD mini-summit took place in the wake of significant progress in negotiations in Addis Ababa and Tanzania. The upshot of the meeting was a broad agreement on ending the conflict, resolving the remaining humanitarian crisis, and securing the future of South Sudan.
