This is not abnormal.
Kenya Private sector has its history since ..colonial time ...while Tanganyika or Tanzania ...economic system was disrupted following ..German defeat in the WW1 ...and administrations of Tanganyika was conferred upon Briatain on behalf of League Of Nations.
Britain never made any meaningful development ...and what they did was to use companies registered in Kenya to do business in Tanganyika ..knowing to them Kenya was a home and Tanganyika may soon be granted independence by UN as it was the case to former German colonies.
Historically this made Kenya one of the largest invester in Tanganyika ( as proxy of Britain ) ...after independence Tanzania tried to build Private sector soon to be interfered with Cold War bloc issues ..and coordinations of Freedom southern of Africa which involved War struggles.
In 90s after completed liberations of Africa is when Tanzania started to be actively involved with Private sector ..Gorverment policies and perception toward private sectors changed ...and slowly it started taking shape and pace.
It's now 25 years Since our private sectors became active ...and friendly ...versus Kenya private sector which was there since post independence years surely you...can't compare these two scenarios with equal weight ..in fact for the time when Tanzania has been in market economy ...i can rule out with no doubt that we have performed quite impressive visvis...check figures and you will realize this.
We have more than 3 Tanzanian ...in Africa Top 50 Forbes ...not far from Kenyans or equally in the list ...this magazine has world class reputation and the findings can be relied to justify development of PrivAte sector in Tanzania.
Perhaps one will ask ...why we don't have many ..Tanzanians venturing out of Tanzania ..the answer is simple ..still the Market is not saturated ...the opportunities are still vast and yes the competitiveness of private sector is low compared to Kenya Private sector which have been in existence ever since.
The challanges which I think could be properly fit for Kenya was supposed to be competing with South Africa ...the fact that ..Kenya with all it's sail through years want to still claim lead position ahead of Tanzania, Uganda, Rwanda, Burundi etc ...is evidently showing that Kenya Private sector has experienced years of dormant dominance otherwise I don't see why Ethiopia with all misfortunes is moving faster than any East African Economy, while Tanzania is moving fast to close the gap with Kenya.
If East African Economy, resources and opportunities are therefore combined we have the place to claim in Africa.
