Kabla ya kuanza mradi kama huo, first and foremost you should have a study on ability and willingness to pay. It's not a common thing in Afrika, coz people think that road is a public good/asset. It's non rival and non excludable. Ton and Dicky can use the facility. The people also have the feeling that, the particular asset is a result of their taxes. They will think, we paid tax which used to put this asset, why should we pay tolls?
In developed economies the issue of toll roads is not uncommon. There are several, also the private roads.
You need to do some research before laying bare your ignorance on a subject. Which taxed did Kenyans pay to construct this road. Kenya will not spend a dime on this road coz it's 100% funded from China and that's why they'll be operating it for those years to recoup their investment.

About the ability and willingness to pay toll fees, maybe you can direct that question to the financier of this project. They are in a better position to answer that question, not us or the Kenyan government

Where did I mention about taxing the poor Kenyans to finance the project.

Again if the GoK know nothing about these fundamental issues, then we can term it as a failed PFI. Coz partners should know each and every item regarding the project. If GoK knows nothing, how are they going to allocate risks, share revenue or do availability payment, negotiate and manage the contract etc. If you are going to leave everything to Mandarin speaking people to do, then expect another slap like in the SGR.
