It's not a common thing in Afrika, coz people think that roads are a public goods/assets. they are non rival and non excludable. Tom and Dicky can use the facility. The people also have the feeling that, the particular asset is a result of their taxes. They will think, we paid tax which used to put this asset, why should we pay tolls?
In developed economies the issue of toll roads is not uncommon. There are several, also the private roads.
