In all seriousness:
Pinda appears to be clueless not only in this case, but also in many of his speeches, just try to follow them and you will see what I mean. On this particular speech, I deduce two things which underline my suspicion:
1. Pinda was a guest at a dinner organized by TPSF, who invited him to discuss ideas on how best to proceed forward with existing problems. His speech, in my opinion, contradicts TPSF interests and goals, unless am missing something.
It is like being invited to dinner by local fishermen to discuss ways to promote local fishermen's business and then stand up and declare that you as PM are going to let foreign fishermen free access to local oceans!
2. Pinda as PM is a vivid example and living proof that CCM government has run out of ideas on how best to proceed with development issues in this country. The only solution this govt sees is through foreign help and grants. Worse still, when these foreign companies come to invest, the govt is not in a position to properly handle and negotiate agreements that would eventually benefit this country. Consequently, despite big-mouths, the govt cannot make any agreements public for fear of exposing the mishandling of our (country's) interests, safeguarding their own individual gains.
Mr PINDA:
If you have admitted that even your father is poor despite being a farmer for so many years, then being a PM, you should at least do this minimum:
1. Sit down wth proper "experts" with properly attained agricultural degrees, economics degrees, financial and financial management degrees and NOT party cadres with dubious "open university" degrees
2. Let them formulate viable, marketable and long-term agricultural advancement programmes, which would involve a targeted number of farmers who could take part.
3. If your Govt does not have hard cash, it may instead give govt guarantees, bonds, or secure low interest credit facilities from commercial banks to finance the initiative.
4. Fight for markets inside and especially outside the country for existing and new finished agricultural products instead of counting on selling directly what grows out of land, which is primitive and increasingly outdated as centuries go by!
etc etc.
This is what a G-O-V-E-R-N-M-E-N-T is expected to do everyday it is in power for its own citizens, who have voted and put your govt in power. They deserve it as a right!
Initiatives and programmes are a domain of governments, farmers, workers, unemployed follow what the govt in power has laid down for them to implement. DO NOT expect otherwise, as that means you are not fit for purpose, i.e. not fit to rule!

The above points (1 to 4) are a quick reaction off the top of my head. It may need refining given time, and should only serve as an example of how to do it!
