President John Pombe Magufuli's Socioeconomic Achievements in 5.5 Years
1. Governance
Discipline and Accountability within the Civil Service
- Retrenchment of 15,411 civil servants with fake certificates
-Clearance of 19,708 ghost workers from the civil service payroll that used to cost the government USD 81mn per month
-Payment of salaries within the civil service by 23rd of each month (This was not the case in previous administrations)
-Enhanced powers of PCCB (2,256 cases of which 1,926 have been decided to date)
-Decline in incidence of corruption across government institutions (President's Office/PMO -11%), (MPs -13%) (Government officials -13%),(Local government -15%), (Police -14%), (Judges and Magistrates -15% decline)
-Adoption of Blueprint for Regulatory Reforms to Improve the Business Environment as the guiding tool to improve the business environment and investment climate in the country
- Declaration of permanent sovereignty over natural resources and renegotiation of exploitative contracts through the Natural Wealth and Resources Contracts Act, 2017, the Unconscionable Terms Act, and Permanent Sovereignty Act, 2017
Social Achievements
-Expansion of electricity in rural areas from 49.3% in 2016 to 69.8% in 2019/2020
-Expansion of access to clean water in rural areas from 47% in 2015 to 70.1% in 2020
-Free primary and secondary school education (up until Form IV)
-Expanded budget for higher education loans
- Construction of 1,198 dispensaries, 497 health centres, and 71 district hospitals
-Relocation of seat of government to Dodoma (stalled since mid 1970s)
Economic Achievements
Macroeconomic fundamentals:
-Single digit inflation (less than 6%)
-Average economic growth rate above 5.5% (among fastest in Sub Saharan Africa and the world)
-One of the few economies in Sub Saharan Africa to record economic growth in 2020
-Domestic Revenue Mobilization:
-Tax and Non Tax Revenue to GDP: 12.8% in 2015 to 14.2% in 2020---> what does this mean on a very basic level?
Tax Collection: Dramatic increase from an average of TZS 850bn per month (approx USD 366mn) to TZS 1.9 trillion per month (approx USD 862mn): more than 200% percent increase
-Reform of tax band to accommodate and improve earnings of small business owners and improve take home earnings for salaried workers under the Pay As You Earn (PAYE) schemes
- Maintained very low debt levels amidst expanded development expenditure and huge investments in infrastructure projects
-Expanded industrial production from USD $9.1bn in 2014 to USD 13.5bn in 2018
-More than 8400 small, medium, and large scale industrial establishments built between 2015 and 2021
-Goods exports hit an all time high of USD 9.66bn in 2019
- Manufactured exports hit an all time high of USD 919m in 2020
-GDP per capita increased from USD 912 per annum in 2015 to USD 1080 per capita in 2020: an 18% increase across 5 years
-Graduation to Lower Middle Income Status in 2020 (5 years ahead of schedule)

-Standard Gauge Railway (Dar-Morogoro near completion), (Morogoro- Makutupora underway)
-Julius Nyerere International Airport Terminal 3
-Expansion of Dar-es-Salaam, Tanga, and Mtwara ports to 17.65m tonnes, 1m tonnes, and 1m tonnes handling capacity respectively
-Tanzania Uganda 3,500km crude oil pipeline (project was about to be hijacked through the Mombasa port)
And these are just high level facts and statistics.
Our beloved late President worked like he knew he was short on time. May his soul rest in eternal peace and may he be revered as one of Tanzania's finest and one of Africa's treasures.
Little did he know that in selecting his deputy, he would also be making history in Tanzania's political spectrum by appointing our first female President.
With heavy hearts, we now mark another milestone in Tanzania's history by witnessing the baton being passed on to Her Excellency Mama Samia Suluhu.
