I can some how agree what you have briefly mentioned, What i think' we about to stuck some where with time, It's now a time to separate this thing's Politics and Economy, We need politicians who's matured and who know's how to deals with politics and not to decide about our future economy in such a illiterate way
 
Absolutely right. Let's be patient. We will always have a price to pay for whatever we priotise. One thing is sure, that is JPM and his govt will never eradicate all our problems as some of us think. Hello chief!

My take? Two scenarios...

Take 1 --> Have the infrastructure in place. Generate income/ revenue/ whatnot. Boost the HCD as you put it.

Take 2 --> Empower the HCD. A stronger, healthy and well learned/ knowledgeable/ skilled workforce provide the brains, labour and human capital to ensure that some marvelous infrastructure is in place.

On the flipside, however, what if:-

Scenario 1 --> Infrastructure is in place but doesn't generate enough revenue?
Or is the infrastructure supposed to be a marquee statement for future generations to see?

Scenario 2 --> Brain drain? You have all these healthy and well learned people who suddenly decide to go live and work in other countries out there!

I'd settle for a fine balance between the two; personally.
 
Brother it is wise to keep your mandible shut if you are not sure of something(Bashite), Remember this things goes hand to hand they depend on each other, because you can not develop the nation by having illiterate citizen like you, second you can not also develop the nation by having unhealthy people, this will cost the nation in future, Take this; the main source of any independent country/state is Tax and investment not Begging from donor countries or from poor state like Morroco, Rwanda, Ethiophia, SA or Borrowing from World Bank/International monetary fund this is costly, if you have unhealthy Citizen who will pay Tax? if you will not have well organized education system the country will end providing work permit to foreigners(Experts) what next.. Withdrawal income instead of Injection of income.

Frankly speaking we are currently suffering because of Mwalimu's regime because he did not prioritize education(outcome of vyeti feki) and health(most people prefer waganga wa kienyeji) those days, the only education he provided is primary education in the village level, he use a lot of energy, time and fund to promote Ujamaa which in long run fail as well as fake union of Tanganyika and Zanzibar which is in dilemma.

The peace and unity which persist in Tanzania is by default because 98% of ethical tribe in Tanzania belong to the same group of origin which are Bantu speaking languages as compared to other countries surrounding us, therefore we are closely related(Watani) neither mwalimu or anybody brought it, except that the Green devil are destroying it by segregating people by their Political ideology.

All industries he started fails because of unskilled labor leaving about corruption and political discrimination, this was also seen yesterday in the parliament whereby the ruling part voted for incompetent people to represent the nation in east Africa parliament where there is conflict of interest(Kenya) because of political ideology.leaving about experienced people like Masha and Professor Safari, this is ridiculous.

Remember also what Magufuli is doing will run in vain if we will not have skilled and competent people to run and maintain this big projects, remember when colonies left they gave us the central rail, they did not demolished it, did we managed it? have you ever travel with these rail?, there is only one region in Tanzania who are using these rail Kigoma but they real suffer the consequences. just image how can you construct heavy flyover at Ubungo and Tazara while 80% of drainage system in Dar es salaam is poor, 90% of road are not passable during rain seasons or You build standard gauge rail while there are no medicine in public hospital, who will pass in those rail if all people are sick or death or is it for Tourism attraction? what magufuli is doing is political development(popularity) not subsistence Economic development.
 

This is poor argumentation. Do you think everyone in this country will get a chance to serve as president? Say why do you think prioritizing education + health over infrastructure is a bad idea. Magufuli ni Rais wa Tanzania. Lakini si mmiliki pekee wa Tanzania. Kisa tu alishinda uchaguzi, haina maana kuwa ana haki ya kutekeleza kile tu anachotaka, bila kujali maoni ya watu wengine. Hiyo siyo tafsiri sahihi ya mtu kuchaguliwa kuongoza nchi. Na hiyo siyo tafsiri sahihi ya kiongozi.
 
Investment in infrastructure is key in driving development in any particular country, because good infrastructure attracts investments which creates employment and income. A more participatory approach in the planning and implementation process of the infrastructure projects will create awareness on their importance and why they have to make sacrifices for a better tomorrow.
Huge projects with long payoff period such as SGR, Power generation, roads are usually financed through debt where revenues derived is used to pay off the debt over time and human capital development projects from internal revenue sources.

When these projects are completed and in use the people will see the benefits and will hardly remember the sacrifices they had to bear to have them in place. So it is better that they are put in place now rather than wait for tomorrow.

My take: JPM endelea kuimarisha miundombinu Baba ili wafanyakazi wawahi makazini, na wagonjwa wawahishwe mahospitalini; watu wasiokuwa na ajira na kukosa mitaji watatumia miundo mbinu kwenda kuomba.

 
Brain drain would be a good thing if you ask me because it will lead to increased financial inflows. Nigeria earns billions from diaspora remittances ($35 billion in 2016 alone).
Anyways, the IMF and World Bank reckon that good infrastructure in a country with very low HCD only serves to widen the gap between the haves and the have-nots.
How did the Asian tigers rise to where they are now? China...Korea.....Singapore etc
I think they did both infrastructure and HCD but first priority by far was HCD.

The learder of the 5th phase Gvt ,being himself in the Govt system for more than 20 years observed lazness and corruption were issues to takled first.Along with this during his campaign he had formed a team to advice him on the vital issues to be looked into(I read this in one of the news paper I stand to be corrected).in summary he came out with the Hapa kazi tu slogan .This can be compared with "Uhuru ni kazi." "Siasa ni kilimo""ushirikiano ni maendeleo"ect.with that in mind he chose to stimute the economy by buliding the essential infrastructure like roads,railways and airports .For those who happenned to follow years 1998_2005 parliamentary proceedings there was a big outcry on opening the central corrider as stimulant of economy.Also there was an outcry of boosting the tourisim industry(tourism is one of the major contributer of forex earnings in the govt cofers).Not all that Agriculture as the main employer lacked the necessary infrastructure to act as catalyst to farmers in handling their produce and market..with his Industrialisation drive obviously the country needs the proper infrastructure .Hence probably his choice.
On human capital development the 4th and 3rd phase Government did a lot and this is on going.thats why the 5th phase government chose to offer free education and to enhance proper management of education loans.Thre are many policies approved for human capital development what is required is implementation.with the growth of economy obviously the demand of human capital will increase but its implementation is on going and cannot be taken in isolation.The vision should be hard work for every one towards an Industrialised country.
