President William Ruto of Kenya today announced that he will not sign the controversial Finance Bill 2024 and he will withdraw it. He was addressing the nation after deadly protest in which more that 23 people were killed (according to Kenya medical association) and more that 50 injured severely to the extent that some are in ICU.
The President said Kenyan people have spoken loudly that they want leaner budget. The Kenyan Parliament had approved the contentious finance law on Monday.
Mr Ruto is proposing the budget cuts to parliament, judiciary and county governments and is directing further austerity measures to reduce expenditure. He also vowed to fight corruption in his country. He must have been acknowledged by his special advisers that majority of his MPs were bribed into passing the bill.
But the the most important part of his speech Mr Ruto said he concede, which means he realized that the peoples power work. Lets not forget that the demonstrations had taken more than a week before the demonstrators decided to pounce into parliament grounds causing the police to panic and start to shoot at them with live bullets.
For Mr Ruto to concede that the Finance Bill was not accepted by the majority of his own people he leads, tells us that he has capacity thinking as a leader. He understands their anger and desperations especially the young Kenyans.
Capacity thinking refers to the cognitive skills that have been developed. It is the total amount information the brain is capable of retaining at any particular moment. So you have skills such as learning facts, and recall to higher order skills such as analysis, synthesis, problem solving and the most important - the evaluation.
President Ruto had short period of time to learn, analyze and evaluate the consequences of not dealing with the demonstrations and he succeeded for realizing the youth will not back down until he listen their aggrievances, although off- course he had closest advisors with him.
When he was campaigning for presidency most Kenyans had admirations and aspirations towards their future leader. The young voters who are the future of Kenya heard him admitting that he is a hustler. A hustler is a person who is determined to succeed by illegal means just to say he meant he understand the young unemployed Kenyans as hustlers with no guaranteed jobs and future.
It is this sort of language which will earn you the young voters but they will not give you easy ride of taking for granted. They will follow you, what you say, what you do and what you intend to do. These young demonstrators were alerted with Mr Ruto and his parliament actions on Monday, approving the Finance Bill 2024 without first listening to their views.
Listening to different opinion and views is part and parcel of democracy and by demonstrating to his government Mr Ruto took notice and will not sign it. He must have most trusted advisers who saw this as a long term problem if he would sign the Finance Bill 2024.
Now, Mr said he will engage stakeholders especially young Kenyans in discussing the issues which concern the nation. This will help earn more respect and admirations around his country and around his neighboring countries in East Africa and the all of Africa in general who have been following the developments there.
It can be proposed for Mr William Ruto to take charge in inspiring his actions to change African Union. The organization has lost touch with realities. It is no longer the mouthpiece of African affairs to the world stage. This is because the decision to take Kenya's special forces into Haiti was simply made by president Ruto via US request to do so.
It should have been AU decision after emergence meeting to provide help to another country in the Caribbean Sea and not in Africa Continent where we still have existing conflicts in Congo DRC and Sudan if not Northern Nigeria and Rwanda/Congo DRC.
President Ruto should be given opportunity to test his leadership skills more as AU chairman which for sure will change AU's ability to speak for itself. Au needs its own funding, its own emergence military forces and its own agenda on developing and guiding Africans on African matters.
