Congestion at rapid transit bus stations raises concern

Dar es Salaam. City commuters will have to contend with congestion at rapid transit bus stations for much longer amid revelations that there is no immediate solution to the problem.

It has increasingly become clear over the past few months that the current fleet of the Dar Rapid Transit (Dart)’s modern blue buses is not enough for the thousands of commuters who throng the state-of-the-art stations during rush hours.

Commuters are forced to queue for up to two hours before they can board a bus.

In the clearest indication yet of how dire the situation has become, a sick woman died on Wednesday while waiting for a bus in a long queue at the Mbezi Luis terminus.

The incident has caused a public outcry with commuters blaming the situation on poor management of public transport.

Eyewitnesses said the woman arrived at the bus station at dawn and queued to get a ticket, which took almost two hours. She got worse while queueing and went to rest near a stall from where she died a few minutes later.

Kinondoni regional police commander Suzan Kaganda told The Citizen that she received a report on the death of the woman, whose body was taken to Tumbi Hospital in Kibaha District, Coast Region.

“She has been identified as Rebecca John Haule. Our preliminary investigation shows that she was sick and was being treated at Mwananyamala and Muhimbili hospitals. More details will be known after postmortem,” Ms Kaganda said.

It can be a toll order during the rush hour for commuters to get a ticket. There are two queues -- one for tickets and the other for boarding. Another hurdle is that Udart buses from Mbezi Luis Bus Station end at Kimara Mwisho Bus Station from where travellers are forced to disembark and join queues for other Udart buses to their destinations.

“This is not only costly, but also causes considerable inconvenience,” said a commuter, Mr Maulid Adam.

Mr Francis Paschal Mugasa, secretary general of Travellers Advocacy, told The Citizen that they had been seeking Sumatra’s intervention to address the problem of long queues at Mbezi Luis Bus Station, but in vain.

He said buses plying the Mbezi Luis-Muhimbili route were the worst affected because they are the ones mostly used by patients and pregnant women going to the referral hospital.

Mr Mugasa said on November 13 they wrote Sumatra urging the authority to either force Udart to add more buses to ply the route or allow private service providers to operate on the lanes reserved for Udart.

He said: “Our request was motivated by the need to save life. We have not received a reply yet.”

Sumatra public relations manager Franklin Mziray said the authority was aware of the bus shortages at the Mbezi Luis terminus. He noted that they had already contacted Udart and urged them to increase the number of commuter buses. However, he said they would not allow operators of normal buses to use the special lanes reserved for the blue buses.

“The Rapid Transit bus system is an expensive project, we cannot allow other buses to use the lanes. That will not address the problem,” Mr Mziray said.

Udart public relations officer Deus Bugaywa refused to say what the company intended to do to address bus shortages at Mbezi Luis Bus Station. “Contact the Dar Rapid Transit Agency, please. They are the ones who are more suitable to talk on the issue,” Mr Bugaywa said in a telephone interview.

Dart Agency chief executive officer Ronald Lwakare yesterday said they underestimated demand for the commuter buses operating from Mbezi Luis Bus Station, especially during peak hours.

“We hope to address this challenge in the next phase of construction of the Dart system by expanding the infrastructure to Mbezi Luis Bus Station and beyond,” he said.

He also said they were in a process to procure more buses to meet the demand and reduce long queues at Dart bus stations.

For the sake of commuters living near Morogoro Road, the Udart was directed to take its buses up to Mbezi Luis Bus Station, which is between four and five kilometres from Kimara Mwisho Bus Station where the reserved lanes begin and end.

After Udart buses started plying the Mbezi Luis-Kimara Mwisho route, Sumatra stopped some private commuter operators who used to ply the route in a bid to decongest the highway.

Some buses that used to go all the way to Ubungo from places such as Kibamba and Kibaha are now no longer allowed to go beyond Mbezi Luis in the new arrangement.

But the shortage of Udart buses and lack of competition from other operators has resulted in long queues at Mbezi Luis Bus Station.

The first phase of the bus rapid transit system opened earlier this year offering a swift, clean alternative to the traditional “dala dala” buses. It was highly-praised in the country and beyond as an answer to inadequate public transport in the populous commercial city.

The first phase of construction cost $290 million (approx. Sh680 billion), mostly funded by a World Bank loan.

When completed the route will extend for 130 kilometres, separated from the traffic by a crash barrier that prevents motorists from taking advantage of its free-flowing smoothness.
